The Chairman of the Investigative Committee of Russia holds a video-conference reception of citizens

The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin held a reception of citizens in a video-conference. It was attended by First Deputy Chairman of the Investigative Committee of Russia Eduard Valerievich Kaburneyev, Deputy Chairman of the Investigative Committee of Russia Sergey Nikolaevich Goryainov and the heads of the central office departments. Today the head of the Investigative Committee of Russia was addressed by applicants concerning criminal investigations in Kamchatka Territory.

Thus, a resident of Khabarovsk told the Chairman of the Investigative Committee of Russia about the circumstances of her husband's death in January 2021 during a hiking trip to Vilyuchinsky waterfall in Kamchatka. At that time, a block of ice peeled off and fell, due to which the tourists in the immediate vicinity sustained injuries of varying severity, and the complainant's husband died at the scene while trying to save her. The woman is dissatisfied with the progress of the criminal investigation initiated under Part 2 of Article 238 of the Criminal Code (provision of services that do not meet safety requirements). According to her, the employees of the travel agency that organized the hike have not yet been brought to justice. It turned out that the travel agency did not have an appropriate license and did not pay due attention to safety issues. Bastrykin heard the report of the Kamchatka Regional Investigative Department of the Investigative Committee of Russia A.V. Lipalo and was displeased with the red tape in this criminal case. He instructed to transfer it for further investigation to the Main Investigative Department of the Investigative Committee of Russia stationed in Khabarovsk.

A resident of Ryazan appealed to the head of the Investigative Committee of Russia with a request to take control of the progress of the investigation into the criminal case of the death of her husband in Kamchatka in April 2021. The deceased man had arrived in Kamchatka Territory to work in the fishing industry. His body was found with multiple stab wounds. The applicant disagreed with the investigation's version of suicide and insisted that her husband had been murdered. She also complained about the inappropriate behavior of the investigators of the Elizovo investigative department, I.M. Khokhlov and I.Y. Shkramad, and their complete indifference to the grief in her family, where three children were left without a father. A.I. Bastrykin was dissatisfied with the report of his subordinates on the progress of the criminal case and instructed to refer it to the investigators of the Main Investigative Depatment of the Investigative Committee of Russia. He also offered the complainant assistance from the department in dealing with social issues, including children's education.

A number of instructions were given to the Main Forensicr Department (Forensic Center) of the Investigative Committee of Russia and the Forensic Center of the agency with regard to both of the reported incidents.

At the same time A. Bastrykin made some general comments about the work of the Investigative Committee of Russia in Kamchatka territory. So, he voiced that during the first nine months of the current year the Central Office of Investigative Committee of Russia received 156 appeals, and specifically 75 appeals to the head of the Investigative Committee of Russia about criminal investigations, preliminary investigations and other issues from the residents of Kamchatka. Most of them concern issues of substandard medical care and non-payment of wages, as well as protecting the rights of minors. A.I. Bastrykin heard a report by A.V. Lipalo on the measures taken to reduce tension in the voiced areas and gave a number of instructions.

"The number of complaints against your unit is growing. In addition to complaints directly to your work, applicants complain about rudeness, and for this we will severely punish. People come to us with their trouble, we have no place where you can remain indifferent,"- the head of the Investigative Committee of Russia appealed to his subordinates.

At the end of personal reception of citizens A.I. Bastrykin noted that in the near future procedural and personnel decisions will be taken.
