In Moscow Region, investigation of a criminal case into illegal migration in progress

The military investigative department of the Investigative Committee of the Russian Federation for Solnechnogorsk garrison is investigating a criminal case initiated under Paragraphs A, C of Part 2 of Article 322.1 of the Criminal Code (organization of illegal migration), Part 3 of Article 291 of the Criminal Code (bribery to an official for knowingly taking illegal actions) and Paragraph B of Part 4 of Article 291 of the RF Criminal Code (bribery on a large scale) in relation to the Head of the Police Department on Dolgoprudny town, Police Lieutenant Colonel Karen Sevikyan, a serviceman of the military unit Captain Andrey Levin and a citizen Maxim Tarbeyev.

According to the investigation, in October 2021 Sevikyan, Levin and Tarbeyev entered into a criminal conspiracy to organize the illegal migration of foreign nationals for monetary compensation. According to the assigned roles, Levin organized the unimpeded departure of foreign nationals to third countries by giving bribes to Sheremetyevo airport officials.

On November 1, 2021, the said group organized the delivery to Sheremetyevo International Airport and subsequent illegal transit to the United States of Mexico of 2 citizens of the Republic of India, and on November 11, 2021, of 5 citizens of the Republic of India for subsequent illegal international transit, who were detained while passing through passport control.

The unlawful activity was stopped with the assistance of officers of the Federal Security Service and the Department of Internal Security of the Main Directorate of the Ministry of Internal Affairs in Moscow Region.

Levin, Tarbeyev and Sevikyan were placed in custody as a measure of restraint.
