The Main Investigative Department of the Investigative Committee of Russia completed an investigation into a criminal case against Andrei Smagin, an 18-year-old native of the Tambov region. He is accused of committing crimes under Art. 205.3 (training for the purpose of terrorist activities), Paragraph 1 of Article 30, Part 1 of Article 205 (preparation for a terrorist act), Part 1 of Article 223.1 (illegal manufacturing of explosives). The investigation concluded that Smagin was committed to Part 1 of Article 222.1 (illegal acquisition, storage, transportation and carrying of explosives and illegal transportation and carrying of explosive devices) of the Criminal Code of the Russian Federation.
According to investigators, Smagin is an active supporter of the ideology of Nazism, feeling hatred and enmity toward people of non-Slavic appearance. In 2020 he decided to commit an act of terrorism by bombing and killing an undetermined number of persons in this category with the aim of destabilizing the activities of the state authorities of the Russian Federation and influencing their decision-making in implementing state migration policy.
In order to carry out his criminal intent, Smagin studied special instructions, literature and video recordings on the Internet, including correspondence in an online messenger, which contained information on how to manufacture and use explosives, improvised explosive devices of various types and other substances and items that pose a danger to others and the rules for handling them.
On the basis of his knowledge he repeatedly made improvised explosive devices, which he carried to unoccupied places and activated. Having gained practical skills, the defendant calculated the power of an improvised explosive device to blow up a building in a student dormitory in Tambov.
On December 21, 2020, in the evening, Smagin began to illegally manufacture an improvised explosive device. However, his actions were stopped by law enforcement officers, and he himself was detained on suspicion of committing this crime.
The criminal case was sent for consideration of the issue of transferring to the court.
