The criminal investigation into the negligence of the chief state inspector of motor vehicle inspection, which resulted in the death of people, completed


The Main Investigative Department of the Investigative Committee of Russia has completed investigation of the criminal case against Vladimir Rozvezev, Chief State Inspector of the Far Eastern Interregional Department of State Road Traffic Supervision Service of the Federal Service for Transport Supervision. He has been accused of committing an offense under Part 3 of Article 293 of the Criminal Code of Russia (negligence).

The investigation found that in April 2021, Vladimir Rozvezdev conducted a routine inspection of LLC "Vasilyev".  As part of it, he did not identify and suppress gross violations of the requirements of transport legislation existing in the organization, including those imposed on the regime of work and rest of drivers. This allowed the company to continue to provide passenger transportation services that do not meet the safety requirements of life and health of consumers.

On May 1, 2021, Viktor Dneprovsky, who worked for Vasiliev LLC, was driving a bus that was making a trip from Khabarovsk in the direction of Sovetskaya Gavan. Being in a state of fatigue caused by a systematic violation of his work and rest schedule by his employer, the driver lost control and drove to the side of the road, which caused the vehicle to overturn. As a result of the accident three people died, 29 passengers received injuries of varying degrees of severity.

The criminal case against Rozvezev with an indictment has been transferred for referral to court.

The criminal case against Dmitry Pogrebnoy, director of Vasilyev LLC, accused under Part 3 of Article 238 of the Criminal Code (provision of services that do not meet safety requirements), was sent to court earlier. As part of the investigation, the property of the legal entity in the amount of more than 90 million rubles was seized by investigators to ensure reimbursement of damages.

In addition, the court has already considered the criminal case against the bus driver. Dneprovsky was found guilty under Part 5 of Article 264 of the Criminal Code (violation of traffic rules, resulting in the death of two or more persons), he was convicted.
