The Main Investigative Department of the Investigative Committee of the Russian Federation brought charges against the former head of the administration of the municipal entity "Vsevolozhsk municipal district" Alexander Sobolenko in terms of the criminal case into embezzlement (Part 4 of Article 160 of the Criminal Code). Criminal proceedings were initiated based on the results of the consideration of citizens' applications who appealed to the Chairman of the Investigative Committee of Russia A. I. Bastrykin for a personal reception.
The investigation found that in 2012-2013, Sobolenko on the basis of the application of the Chairman of the SNT "Osinka" issued a number of decrees on the allocation of a land plot for the expansion of gardening. On the basis of these documents, a land plot of 19.9 hectares was registered in the cadastre at Rosreestr. Then a lease agreement was concluded between the administration of the municipality and the Horticultural Association on investment terms, which provided for subsequent transfer of a part of the land plot to privileged categories of citizens, including large families.
However, in order to embezzle the property entrusted to him, Sobolenko issued a decree cancelling the said contract, thereby eliminating the possibility of providing the land plots to privileged categories of citizens.
Sobolenko's illegal actions caused property damage to the municipality in the amount of more than 121.4 million rubles, which is a particularly large amount.
The investigation continues to establish all the circumstances of what happened, as well as the persons involved in the criminal scheme.
