Former head of Vsevolozhsky municipal district municipal administration, accused of embezzlement, arrested


At the request of the Main Investigative Department of the Investigative Committee of Russia, the court arrested the former head of the administration of the municipal entity Vsevolozhsky Municipal District of Leningrad Region, Alexander Sobolenko. Previously, he was charged in a criminal case into embezzlement (Part 4 of Article 160 of the Criminal Code of the Russian Federation).

The criminal case was initiated based on the results of the consideration of appeal of citizens who applied to the Chairman of the Investigative Committee of Russia, A.I. Bastrykin, for a personal reception.

The investigation found that in 2012-2013, Sobolenko, based on an appeal from the chairperson of the Osinka cooperative farm, issued a number of decrees on the allocation of a land plot for the expansion of gardening. On the basis of these documents, a land plot of 19.9 hectares was registered in the cadastre at Rosreestr. Then a lease agreement was concluded between the administration of the municipality and the gardening cooperative on investment terms, which provided for the subsequent transfer of some of the land plots to privileged categories of citizens, including large families.

However, in order to embezzle the property entrusted to him, Sobolenko issued a decree to terminate the said contract, thereby eliminating the possibility of providing land plots to the privileged category of citizens.

Sobolenko's illegal actions caused property damage to the municipality in the amount of more than 121.4 million rubles, which is a particularly large amount.

The investigation continues to establish all the circumstances of what happened, as well as the persons involved in the criminal scheme.
