Investigation of another criminal case against former deputy director of the Federal Penitentiary Service Oleg Korshunov and his accomplices completed

The Main Investigative Department of the Investigative Committee of Russia completed an investigation into the criminal case against former Deputy Director of the Federal Penitentiary Service Oleg Korshunov, Valery Kaklyugin, Acting Director of FUP SU-23 of the Federal Penitentiary Service of Russia, and Andrey Uglanov, the beneficiary of Unistroy LLC.  

Depending on the role of each of them, they were charged with committing crimes under Part 4 of Article 159 of the Criminal Code, Paragraph B of Part 4 of Article 174.1 of the Criminal Code (fraud and legalization of the stolen money).

The investigation found that in 2015-2017, in accordance with his criminal role, Korshunov instructed his subordinates to ensure that the budget funds allocated for the construction of the detention center in Simferopol, Crimea, were sent to contractors under his control. These firms were managed by his aforementioned accomplices, who cashed in part of the received funds in the amount of 94.6 million rubles and disposed of them without completing the construction works. As a result of their criminal actions, the Department of the Federal Penitentiary Service of Russia in the Republic of Crimea and the city of Sevastopol suffered damage in the specified amount.

The investigation has completed the collection of necessary evidence. A number of expert examinations have been conducted, including economic, construction and technical, accounting, and handwriting examinations, more than 70 witnesses have been questioned, and other investigative activities have been conducted.

At the moment all the defendants are getting acquainted with the materials of the criminal case. With regard to another accomplice of the crime - the general director of LLC "Unistroy" Maya Gagua, in connection with the conclusion of a pre-trial agreement the criminal case was isolated and in September of this year it was sent to court.

In order to secure a civil claim, the property of the accused was seized as part of the criminal case, the value of which allows to cover the damage caused to the state budget.

Earlier, the Zamoskvoretsky Court in Moscow sentenced the former deputy director of the Federal Penitentiary Service Oleg Korshunov to nine years in prison on a criminal charge of embezzlement (Article 160 of the Criminal Code).
