The Main Investigative Department of the Investigative Committee of Russia completed investigation of the criminal case against Artem Khrebtov, head of the regional dispatcher service of the Krasnoyarsk base of aviation and land protection of forests. He is accused of committing a crime under Part 1.1 of Article 293 of the Criminal Code of the Russian Federation (negligence resulting in especially great damage).

According to the investigation, Khrebtov in the period from June 21 to 27, 2019 violated his job description and governing departmental documents. Reliably knowing about mass forest fires on the territory of Boguchanskiy district of Krasnoyarsk Krai, he did not transmit information to the Ministry of Forestry of the region about the emergencies, about the presence of a negative forecast of the forest fire situation development and the need to attract additional forces and means of other subjects of the Russian Federation to extinguish in accordance with the established regulations. 

As a result of Khrebtov's inadequate fulfillment of his duties forest fires turned into mass fires, which caused extremely great damage to the forest fund of Krasnoyarsk region.

The investigation has collected a sufficient amount of evidence, including 62 firefighting, 21 appraisal and accounting forensic examinations, and the criminal case against Khrebtov has been submitted for trial.
