Sentence imposed over a criminal case of bribery in the conclusion of contracts for the supply of products in the Ryazan Region

The evidence gathered by the Main Major Crimes Investigation Department of the Investigative Committee of Russia was found by the court to be sufficient for the verdict against Alexander Zaikin, former advisor to the head of the Ryazan administration on a voluntary basis, Sergey Pashkevich, former deputy head of the Ryazan administration, and Pavel Pushchin, former advisor to the Russian Minister of Economic Development. They were found guilty of committing crimes under Part 3 and Part 5 of Article 33, and Part 6 of Article 290 of the Criminal Code (organization of bribery and aiding in taking bribes).

The investigation and the court found that the criminal scheme of bribery was developed by Alexander Zaikin. According to his plan, a person performing administrative and economic functions in the municipal enterprise "Detskoye Pitanie" was to systematically demand bribes from suppliers for the conclusion of product supply contracts and the full execution of obligations by the municipal enterprise.

Zaikin involved Pavel Pushchin in the commission of the crime, instructing him to find an executor to be appointed head of the aforementioned enterprise. He offered his acquaintance Aliaksandr Dvoretski to get the job. Deputy Head of Administration Siarhei Pashkevich approved the candidacy of Dvoretski, knowing full well about the planned crimes. It was assumed that all the accomplices would receive a portion of the bribes coming to Dvoretsky.

In April 2018, Zaikin instructed Dvoretsky to enter into a meat products supply contract with a particular commercial organization, and indicated the need to demand a bribe from its director for entering into a product supply contract, as well as for entering into similar contracts in the future and performing them unhindered. At the same time, Zaikin, as the organizer of the crime, indicated to Dvoretsky how he should distribute the money received as bribes among the accomplices.

In August and October 2018, Dvoretsky twice received bribes from representatives of supplier organizations in the total amount of 1.5 million rubles. While receiving the second bribe, he was detained by law enforcement officers.

The court sentenced Zaikin and Pashkevich to 8 years' imprisonment to be served in a maximum security penal colony, and Pushchin - 8.5 years. Each of them is prohibited from holding positions in state and local government bodies for a period of 5 to 10 years.

Dvoretskiy had been convicted earlier
