Sentence imposed over a criminal case of embezzlement during the installation of a sports field in Ryazan


The evidence gathered by the Investigative Committee of Russia was found by the court to be sufficient to pass sentence on the former acting head of Ryazan Sergey Karabasov, his subordinate Igor Kovalev, the former head of Ryazan's energy and utilities department, and Mikhail Puzanov, the CEO of LLC "Uyutny dvor62". They were found guilty of committing embezzlement of budgetary funds of the city of Ryazan (Article 160 of the Criminal Code of Russia).

The investigation and the court found that in 2018 there was a municipal contract for the construction of a sports field between the Department of energy and housing and communal services of the city of Ryazan and LLC "Uyutny dvor62". However, at the time of the signing of the act of completed work, the work on the installation of the facility had not actually even begun. Despite this, at the direction of Karabasov Kovalev signed the act of acceptance, on the basis of which Puzanov unreasonably received more than 4.5 million rubles from the budget.

The law enforcement authorities learned about this situation after a journalist from Ryazan reported the incident to the President of Russia at a media forum.

Timely action by law enforcement agencies to establish the circumstances of the incident and give a legal assessment of the actions of the abovementioned persons allowed in the future to prevent the embezzlement of funds when completing work on the improvement of the city of Ryazan.

The court sentenced Karabasovu to 5 years of imprisonment to be served in a general regime penal colony and a fine of 400 thousand rubles, Kovalev was sentenced to 4 years imprisonment in a general regime penal colony and a fine of 300 thousand rubles, and Puzanov was sentenced to 2 years and 9 months imprisonment in a general regime penal colony and a fine of 200 thousand rubles.
