The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin held a video-conference reception of citizens. It was attended by the First Deputy and Deputy Chairman of the Investigative Committee Eduard Valeryevich Kaburneev and Sergey Nikolaevich Goryaynov, heads of separate Central Office divisions, as well as heads and employees of regional investigative departments processing criminal inquiries and probe materials that drew the attention of the Chairman.

A.I. Bastrykin once again received applicants from among the participants of the shared construction of the housing complex "Na Magistralnoy" in the Krasnodar Territory.  Earlier they had already addressed a number of questions to the Head of the Investigative Committee of Russia. Today the applicants expressed their gratitude for special attention to their problematic situation on the part of the agency.  A.I. Bastrykin again heard a report from the Head of the Investigative Committee of Russia in the Krasnodar Territory A.K. Maslov, who reported that the criminal case under Part 4 of Article 159 of the Criminal Code (fraud) has already been sent to court. Property of defendants and the organization totaling more than 400 million rubles were arrested by the court on the petition of the investigation.  Another criminal case based on negligence (Article 293 of the RF Criminal Code) is still pending. A.I. Bastrykin criticized his subordinates for dragging out the terms of investigation of the second criminal case and absence of the accused.  It was also announced that the construction of this facility would be completed using the mechanism of the Federal Fund of Defrauded Shareholders after the court lifted encumbrances on the land plot.  A.I. Bastrykin gave a number of specific instructions and promised the applicants, if necessary, to take them again.

A resident of the Stavropol Territory also appealed to the head of the Investigative Committee of Russia in connection with the violation of his housing rights. In February 2018 the applicant entered into agreements of participation in shared construction and assignment of rights of claim with a private company for four apartments and three parking places in a residential building under construction in Krasnodar. However, during the sale of the properties he was not aware of any encumbrances and was denied the registration of his title.  The money has still not been returned. The residential building under construction is included in the register of problem objects in Krasnodar Territory. The Krasnodar Regional Investigative Department of the Investigative Committee of Russia transferred a criminal case initiated by police under Part 4 of Article 159 of Russian Criminal Code (fraud) to its jurisdiction. In addition, initial investigation into the negligence of officials of the Department of Construction Supervision in Krasnodar Territory has been organized. The head of the Investigative Committee of Russia gave a number of instructions on the situation.

The complainant from Orel Region lost her minor son. In January 2018 the mini-football team of the Youth Sports School, accompanied by responsible officials, arrived by electric train from Ponyri station to Zmievka station. After disembarkation the escort left the children unattended, as a result of which the complainant's son went home alone along the passenger platform. At the pedestrian planking the boy was fatally injured by the arriving commuter train.  The woman complained that the transport division of the Investigative Committee of Russia repeatedly refused to initiate criminal proceedings, did not take into account her arguments and considered the version of suicide. As a result, materials of the inspection under Part 2 of Article 293 of the RF Criminal Code (negligence) were transferred to the Orel Regional Investigative Department of the Investigative Committee of Russia, where a criminal case was initiated against the director of the sports school. Now the criminal case is already being considered in court.  A. I. Bastrykin severely criticized the work of the Western Interregional Investigative Department on Transport for the poor quality of the initial stage of investigative actions. The head of the Investigative Committee of Russia heard a report by the head of the Western Interregional Transport Investigations Department P.S. Vyments on the results of the pre-investigation on violations of railway transport safety and operation and criticized his subordinates for the incompleteness of the activities carried out. He instructed to forward the materials to the Central Office of the Investigative Committee of Russia and appointed an official check of the transport unit in connection with the above situation.

Following a personal reception, the head of the Investigative Committee of Russia gave a number of instructions to the heads of the Main Forensics Department (Forensic Center) of the Investigative Committee of Russia and the Forensic Expert Center, aimed at helping to establish all the circumstances that gave rise to the complaints of citizens.
