The Chairman of the Investigative Committee of Russia Alexander Ivanovich Bastrykin held a video-conference reception of citizens. It was attended by the First Deputy and Deputy Chairman of the Investigative Committee Eduard Valeryevich Kaburneev and Sergey Nikolaevich Goryaynov, heads of separate Central Office divisions, as well as heads and employees of regional investigative departments processing criminal inquiries and probe materials that drew the attention of the Chairman.
A resident of the Republic of Buryatia complained at a personal reception about the repeated decisions of the investigators of the Eastern Interregional Investigation Department on transport to terminate the criminal case initiated in connection with the death of her son, red tape. In 2017, a man working as a machinist on a stretch of railroad, while passing a train on an adjacent track, climbing from the intertrack to the transition platform of the car, hit the dispenser of a moving turntable. As a result of the injuries the driver died at the scene. The mother of the deceased believes that signatures on behalf of her son in the instruction logs were made by a different person. In addition, the investigators were indifferent, leaving a number of questions of the woman without due attention. She asked the head of the Investigative Committee of Russia to check all employees responsible for the organization of work at the site and bring those responsible for what happened to criminal responsibility.
During the report on the investigative measures, the acting head of the investigative unit on transport, A.A. Alexanderov, explained that the criminal case is currently being investigated under Article 143 of the Criminal Code (violation of labor protection requirements), and materials on forgery of signatures were transferred to the internal affairs authorities. A.I. Bastrykin criticized the work of his subordinates who delayed the investigation. The head of the department was also dissatisfied with the indifference shown by the investigators to the plight of the mother who lost her son. The Chairman inquired about the realization of the applicant's rights to receive the due payments - and the woman also encountered difficulties in this matter. The head of the Investigative Committee assured that the investigation will provide all the necessary materials that will be required to resolve this situation in civil proceedings. The criminal case on the instructions of the President was transferred to the central office of the agency for further investigation. The Head of the Investigative Committee of Russia instructed S. N. Goryainov to look into the violations committed by his subordinates and to take disciplinary measures.
A.I. Bastrykin did not ignore a complaint related to a possible violation of labor rights of workers at one of the organizations, where major job cuts took place. It was voiced by the brother of the deceased who was present at the reception. The head of the department requested additional information, which will be submitted to the relevant supervisory and control structures for its comprehensive legal assessment.
The couple from Nizhny Novgorod region complained about the lack of awareness of the results of the investigation into the circumstances of the death of their young son at the initial stage. The tragedy occurred on the evening of August 11, 2021. The boy was on the territory of Nizhny Novgorod school No 84, standing on the ramp and looking out the window of the school gym, touched a corrugated pipe under the windows of the gym, inside of which was an electric cable of power of an outdoor surveillance camera. The child received a fatal electric shock. During the report the acting head of regional investigation department A. Dynkov stated that the criminal investigation continues, the cases under Part 1 of Article 109 of Criminal Code (causing death by negligence), Part 2 of Article 238 of Criminal Code (performing of works or rendering of services not meeting the safety requirements), Part 2 of Article 293 of Criminal Code (causing death by negligence) are combined in one case. Within the frames of preliminary investigation, searches were conducted in several organizations connected with equipment installation. Having heard A.A. Dynkov, the head of the Investigative Committee of Russia expressed bewilderment at the length of the investigation into this case and the lack of cooperation with the injured party, and also asked a number of questions regarding the appointed expertise, pointing out shortcomings in this part. The Chairman gave a number of instructions concerning further investigation and also instructed to organize a follow-up meeting with the parents of the dead child in February, in case they were again dissatisfied with the results of the investigation. S.N. Goryainov was instructed to conduct an official check.
At the end of Bastrykin once again stressed that people often complain about their treatment and not about the investigation, indicating the inadmissibility of such an approach in the work.
