Chairman of the Investigative Committee of Russia Instructs to Report on Investigation of Circumstances of Child's Death and Child Protection Services Negligence in Chelyabinsk Oblast

The Chairman of the IC of Russia has instructed the Head of the Investigative Department of the IC of Russia for Chelyabinsk Oblast P. G. Reshetnikov to report on the investigation progress regarding criminal cases initiated in connection with the violation of a child's rights, which resulted in his death in a fire.

On January 27, 2022, a fire broke out in an apartment of one of the houses in the city of Yuzhnouralsk. As the fire was being extinguished, the rescuers found the body of a 4-year-old boy. Following this event, the investigative authorities of the Investigative Committee of the Russian Federation for Chelyabinsk Oblast initiated a criminal case on a possible criminal offense under Part 1 of Article 109 of the Criminal Code (causing death by negligence).

In addition, the regional Investigative Department also initiated a criminal case on negligence of the child protection services (Part 2 of Article 293 of the Criminal Code) in connection with the improper performance of duties on monitoring a dysfunctional family, in which several children, including the deceased child, were being brought up. Currently, the 1.5-year-old daughter of the deceased boy's mother has been placed in a social institution. Her 10-year-old sister lives with her grandmother separately from the mother. The court is considering social services' claim to deprive the woman of parental rights.

On the Chairman of the IC of Russia's order, the investigation progress and results are monitored by the Central Office of the Department.
