Former Deputy Chairman of Sakhalin Oblast Government Sentenced

The court recognized the evidence collected by the Main Investigative Department of the Investigative Committee of the Russian Federation sufficient for sentencing former Deputy Chairman of the Sakhalin Oblast Government Igor Bystrov. He was found guilty of committing a crime under Paragraph C of Part 3 of Article 286 of the Criminal Code (abuse of official authority, which entailed grave consequences).

The investigators and the court established that in 2016, in the city of Yuzhno-Sakhalinsk, Bystrov illegally demanded from the owner of an enterprise, which held a share of quotas for extraction (catching) aquatic biological resources, to transfer this enterprise to third parties. In the event of failure to comply, Bystrov threatened to use his high official position to ensure that regulatory and law enforcement authorities mount numerous inspections against the company, the results of which could negatively affect the company’s financial activities. Compelled by these threats, in November 2016, the victim was forced to sell his company at a significantly understated cost.

By the court verdict Bystrov was sentenced to 3.5 years of imprisonment in a correctional facility of general regime. Also, the convicted was deprived of the right to hold public service positions related to exercising organizational, administrative, and economic powers for 2 years.
