Chairman of the Investigative Committee Orders to Report on Investigation of Particularly Severe Crimes Against Children in Omsk and Sverdlovsk Oblasts

Chairman of the Investigative Committee of Russia Alexander Bastrykin has instructed Acting Head of the Investigative Department of the IC of Russia for Omsk Oblast S. V. Markovichenko to report on the progress of initial investigative actions in the criminal case on the murder of a 4-year-old child (Part 2 of Article 105 of the Criminal Code).

It was previously reported that during the night of February 1, the emergency doctors who arrived in response to a call found the body of a 4-year-old girl in a detached house located in the village of Koltsovo, Kormilovsky District, Omsk Oblast. As a result of investigative actions, it was found that the 38-year-old cohabitee of the child's mother was involved in the crime. Being in a state of alcohol intoxication, he strangled the girl in response to her request to watch cartoons. The suspect has been detained, the investigation will apply for preventive measures in the form of detention. The investigators will establish all the circumstances and causes of the crime, and will also evaluate the actions or inaction of prevention services, whose responsibilities include monitoring the conditions of living and upbringing of children in dysfunctional families abusing alcohol.

The Head of the IC of Russia has also instructed Head of the Investigation Department of the IC of Russia for Sverdlovsk Oblast M. V. Boginsky to report on circumstances of death of a 5-year-old girl as a result of her stepfather’s actions (Part 4 of Article 111 of the Criminal Code).

According to investigators, the child died as a result of cranial trauma resulting from blows inflicted by her stepfather. The suspect was detained and arrested on the investigators’ request.

The progress of fulfilling the orders is monitored by the Central Office of the department.
