In Republic of Bashkortostan, Head of Village Council Will Face Trial on Charges of Negligence That Caused Death of Child by Negligence as Result of Attack by Dog Pack

The Investigative Department of the Investigative Committee of the Russian Federation for the Republic of Bashkortostan has completed the investigation of a criminal case against the head of the Safarovsky Village Council of Uchalinsky District on charges of committing a crime under Part 2 of Article 293 of the Criminal Code (negligence that caused the death of a person by negligence).

As the investigators established, in the period from September 2020 to April 2021, the head of the village council, ignoring repeated Safarovo residents' complaints of the presence of stray dogs that posed a danger to the citizens' life and health in the settlement, left the requests without registration, proper consideration, or a written response, while also failing to explain to the citizens the procedure for submitting applications for the capture of neglected animals or officially applying to either the specialized organization with which the Uchalinsky District Administration concluded an agreement or to the district administration, although he was obliged and able to do it.

As the defendant failed to properly perform his official duties, no measures to catch the stray animals in the village council territory had been taken, which led to the dogs forming a pack and moving freely around the village. On April 17, 2021, the pack of stray dogs attacked a 4-year-old boy who was riding a bicycle along Shkolnaya Street in the village of Safarovo. The child died at the place of occurrence of severe blood loss due to the inflicted bite wounds. The defendant pleaded not guilty to the crime.

Currently, the indictment in the criminal case has been approved. Once its copy is handed over to the defendant, the case will be filed for trial.

The investigator has filed a submission on elimination of the circumstances that contributed to the crime with the head of the Uchalinsky District Administration in order to for it to take additional measures to regulate and control the procedure for filing and accepting applications for capturing stray animals in the subordinate territory.
