New Criminal Episode of Person Who Ordered Murder of Prosecutor of Khanty-Mansi Autonomous Okrug – Yugra Revealed

Investigative authorities of the Investigative Committee of Russia for Khanty-Mansi Autonomous Okrug – Yugra continue to investigate the criminal case against Yuri Chekin accused of organizing the murder of Prosecutor of Khanty-Mansi Autonomous Okrug – Yugra Yuri Bederin and other particularly serious crimes.

As previously reported, in 1993, holding the position of chief controller-auditor of the Control and Audit Department of the Ministry of Finance of the Russian Federation for Khanty-Mansi Autonomous Okrug – Yugra, Chekin embezzled over 15 billion rubles from an oil and gas enterprise. In June 2000, out of revenge for Prosecutor of Khanty-Mansi Autonomous Okrug – Yugra Yu. A. Bederin's committed stance and fulfillment of official duties aimed at prosecuting Chekin for fraud, the latter ordered Bederin's murder. On July 25, 2000, Okrug Prosecutor Bederin was killed at the staircase of his house with 3 shots from a homemade rifled handgun. In 1996, Chekin ordered the murder of one of his acquaintances, A. V. Ruppel, and in 1998 he organized the murder of a Khanty-Mansiysk resident, B. M. Izrailov. Apart from that, from January to February 2011, having a personal dislike for former Deputy Prosecutor of Khanty-Mansi Autonomous Okrug – Yugra, who held this position until 1996, Chekin organized the murder of the latter. However, he failed to implement the criminal intent to murder the former deputy prosecutor due to circumstances beyond his control – the perpetrator refused to commit the crime.

Chekin was put on the international wanted list in 2000 and was detained on October 26, 2021.

During the investigation of the criminal case, it was established that in the fall of 2009, Chekin, being on the international wanted list and having a personal dislike for the former deputy prosecutor of Khanty-Mansiysk Autonomous Okrug – Yugra, who held this position until 1996, decided to commit the murder of the latter personally and purchased a firearm for this purpose – a Makarov pistol and ammunition for it. In the summer of 2010, he turned to a previously familiar resident of Khanty-Mansiysk with a request to use deception to arrange the arrival of the former deputy prosecutor, who lived living outside the okrug, to the city. However, as the woman refused to cooperate in the murder and fulfill Chekin's request, the crime was not implemented due to circumstances beyond his control.

In connection with the revealed criminal activity episodes, a criminal case was initiated against Chekin under Part 1 of Article 30, Part 1 of Article 105 of the Criminal Code (preparation for a murder).

As part of the criminal case, a complex of investigative actions aimed at establishing all the circumstances of the crimes is being carried out; the investigation continues.
