Verdict Passed in Criminal Case on Terrorism-Related Crimes

The court recognized the evidence collected by the Main Investigative Department of the IC of Russia sufficient for sentencing Andrey Smagin, a native of Tambov Oblast. He was found guilty of committing crimes under Article 205.3 (undergoing training in order to carry out terrorist activities), Part 1 of Article 30, Part 1 of Article 205 (preparation for a terrorist act), Part 1 of Article 223.1 (illegal manufacture of explosives), Part 1 of Article 222.1 (illegal acquisition, storage, transportation, and carrying of explosives and illegal transportation and carrying of explosive devices) of the Criminal Code. Operational support in the criminal case was carried out by employees of the Regional Department of the Federal Security Service of Russia for Tambov Oblast.

The investigators and the court found that Smagin is an active Nazism supporter and has a hatred and enmity for people of non-Slavic appearance. In 2020, he decided to commit a terrorist act through arranging an explosion and murdering an indefinite circle of persons of this category in order to destabilize the activities of state authorities of the Russian Federation and influence their decision-making related to the state migration policy.

In order to implement his criminal intent, Smagin used the Internet, including communication in an online messenger, to study special instructions, literature, and videos containing information about the methods of home manufacturing and use of explosives, improvised explosive devices of various types, and other substances and objects that pose a danger to others, as well as rules for handling them.

Based on the obtained knowledge, he repeatedly made improvised explosive devices, which he carried to deserted areas and activated. Having gained practical skills, the defendant calculated the power of an improvised explosive device required to blow up the building of one of the student dormitories in Tambov. On December 21, 2020, in the evening, Smagin began to illegally manufacture an improvised explosive device. However, his actions were stopped by law enforcement officers, and he was detained on suspicion of committing this crime.

By a court verdict, Smagin was sentenced to 8 years of imprisonment in a standard regime penal colony.
