Report on Investigation of Criminal Case on Unsafe Services Offered at Consultative and Diagnostic Center and Negligent Homicide in Saint Petersburg

The investigative authorities of the Main Investigative Department of the IC of Russia for Saint Petersburg probe into the criminal case opened up into offenses under Part 3, Article 109 and Part 3, Article 238 of the Criminal Code of the Russian Federation (negligent homicide, providing services, failing to meet consumer life and health safety requirements). The hospital administrator of the Saint-Petersburg-based City Consultative and Diagnostic Center No. 1 was charged with the said crimes and taken into custody.

According to the investigators, the center has long been offering consumers medical services, using an industrial chemical not included in the state register of medications, failing to meet consumer life and health safety requirements. From December 2021 to January 2022, 7 patients, who underwent examinations, died.

The head of the X-ray diagnostics department of the center is also detained. The investigators are considering charges they will press against her and pre-trial restrictions.

Besides, the law enforcement determined a company, which sold the industrial chemical. The actions of its management will be evaluated from a legal perspective. The investigators have seized different items and papers of importance for the investigation and conduct interrogations.
