Chairman of the IC of Russia Holds Briefing Session, Hearing Reports on Investigation of Criminal Cases on Incidents in Russian Constituents

Chairman of the Investigative Committee of the Russian Federation Alexander Ivanovich Bastrykin held a briefing session via video conference. The briefing was attended by the first deputy and deputy chairmen of the IC of Russia, division heads of the department's Central Office, as well as heads of regional investigative bodies and educational organizations of the IC of Russia. The session was dedicated to the territorial investigative authorities’ work on incidents that occurred in Russian constituents during the post-New Year period, and primarily on crimes against minors. During the briefing, the Chairman of the IC of Russia instructed to report current information on the results of investigations and inspections.

Thus, A. I. Bastrykin heard out Head of the Investigative Department of the IC of Russia for Volgograd Oblast V. I. Semenov's report on the initial search and investigative actions within the investigation of the criminal case on a 15-year-old girl's disappearance. Due to the prolonged absence of the teenager, a criminal case was initiated under Article 105 of the Criminal Code (murder). On the Chairman of the IC of Russia's order, it was transferred to the Main Investigative Department of the IC of Russia to ensure the most effective investigation. A. I. Bastrykin criticized the territorial division's report due to the fact that not all versions of the incident were thoroughly considered at the initial stage, and issued several instructions regarding the further search and investigation.

The report on the investigation progress in the criminal case on the murder of two children as a result of arson (Paragraphs A, B of Part 2 of Article 105 of the Criminal Code) in Irkutsk Oblast was delivered by the head of the territorial division, A. V. Sitnikov. The investigators are also giving a legal evaluation of the actions (inaction) of the prevention system officials within a criminal case initiated under Article 293 of the Criminal Code (negligence). The head of the IC of Russia heard out the latest information and issued a number of instructions.

In January, a tragedy occurred in Amur Oblast, where a man killed his minor son. Head of the ID of the IC of Russia for Amur Oblast S. Yu. Belyansky reported on the progress of the investigation in the criminal case initiated under Paragraph C of Part 2 of Article 105 of the Criminal Code (murder of a minor). Acting Head of the ID of the IC of Russia for Omsk Oblast S. V. Markovichenko reported on the performed investigative actions, their results, and scheduled examinations within the criminal case on the murder of a minor girl by her stepfather.

A resonant incident involving minors occurred in the Republic of Crimea, where in the yard of one of Bakhchisaraisky District schools, a 16-year-old local resident and his minor acquaintance decided to murder a schoolgirl by strangulation on the grounds of personal animosity toward her. After the victim lost consciousness, the teenagers, fearing her death, left the scene. A criminal case was been initiated (Part 3 of Article 30, Paragraphs C, G of Part 2 of Article 105 of the Criminal Code). Head of the MID of the IC of Russia for the Republic of Crimea and the city of Sevastopol V. N. Terentyev reported on the investigation progress, presenting all the investigative actions performed and preventive measures taken.

Another incident occurred in Tomsk Oblast, where a man tried to drag a minor girl into an abandoned house. The head of the territorial division, A. V. Shchukin, informed the head of the IC of Russia about the investigation progress in the criminal case on illegal deprivation of the girl of freedom (Paragraph E of Part 2 of Article 127 of the Criminal Code), adding that the man had been identified, and his involvement in this crime was under investigation.

In addition, A. I. Bastrykin heard out territorial division heads’ reports on other high-profile incidents. Thus, Head of the MID of the IC of Russia for Moscow Oblast A. Yu. Starikov reported on the progress of the search for former Deputy Minister of Justice of Russia Vladimir Yalunin. Earlier, on the Chairman of the IC of Russia's orders, forensic experts of the Central Office of the department took part in clarifying the circumstances of the incident.

The head of the Investigative Committee also paid attention to the criminal case on the murder of two women in Perm Oblast. Acting Head of the ID of the IC of Russia for Perm Oblast V. A. Safonov reported on its investigation progress.

Acting Head of the MID of the IC of Russia for St. Petersburg M. G. Parastaeva reported on the progress of investigation into the criminal case on provision of unsafe services in the consulting and diagnostic center and causing death to patients by negligence.

At the end of the meeting, the Chairman of the IC of Russia heard out R. M. Bykov, director of the Sevastopol Cadet Corps of the Investigative Committee of the Russian Federation named after V. I. Istomina, who reported on the course of the educational process.

On all presented items, A. I. Bastrykin issued specific tasks and instructions aimed at a comprehensive study of the causes and circumstances of the incidents and crimes.
