Criminal Case Initiated on Finding Minor's Body in Murino, Leningrad Oblast

On January 30, 2022, the Investigative Department of the IC of Russia for Leningrad Oblast received a report stating that the body of a child born in 2019 had been found in an apartment in the town of Murino, Vsevolozhsky District, Leningrad Oblast. The investigative authorities of the ID of the IC of Russia for Leningrad Oblast initiated a criminal case against a woman born in 1987 on the grounds of a possible crime under Paragraphs B, C of Part 2 of Article 238 of the Criminal Code (provision of services that do not meet the requirements for the safety of consumers' life and health).

During the initial investigative actions, it was established that since November 2021, the suspect, a native of a foreign state who stayed in the Russian Federation illegally, looked after of the minor girl born in 2019 for a fee. The girl lived permanently with the suspect in an apartment on Prospekt Nauki in St. Petersburg along with the suspect's two minor children. According to the suspect, around January 27, 2022, the child began to show signs of health deterioration, but the woman did not seek medical assistance. On the morning of January 30, 2022, she found the girl in bed with no signs of life. After that, she reported the incident to the child's mother, who came to her home and took the body to her place of residence in the town of Murino, Vsevolozhsky District, Leningrad Oblast. Thus, it was established that while looking after and providing care to a minor, the suspect did not pay due attention to the disease symptoms, did not provide the necessary treatment, including failing to seek medical assistance from doctors, which resulted in the child's death. The woman has been apprehended. An application has been filed with the court, requesting imposing pre-trial restrictions in the form of detention on her.

At the investigative authorities' initiative, a meeting was held with operational officers of the Department of the Ministry of Internal Affairs of Russia for Vsevolozhsky District of Leningrad Oblast. Following the meeting, instructions on performing a set of criminal intelligence activities were issued.

Within the criminal case, the required investigative activities are being carried out, measures are being taken to establish the causes and conditions that led to the crime. Earlier, the Chairman of the Investigative Committee of the Russian Federation instructed Head of the Investigative Department of the IC of Russia for Leningrad Oblast S. T. Sazin to report on the investigation progress.
