Verdict Passed in Criminal Case on Embezzlement of Budget Funds in Omichka Volleyball Club

The court recognized evidence collected by the Main Investigative Department of the Investigative Committee of the Russian Federation sufficient to convict the former director general of the non-profit partnership Volleyball Club “Omichka” Sergey Shelpakov. He was found guilty of committing a crime under Part 3 of Article 160 of the Criminal Code (embezzlement on a large scale committed using his official position).

In January 2021, citizens from Omsk Oblast applied for a personal meeting with Chairman of the IC of Russia Alexander Bastrykin in connection with the situation in the NP Volleyball Club “Omichka.” Among other things, former employees of the club complained of non-payment of wages and a number of other illegal actions on the club management's part. The head of the Russian IC demanded to transfer the materials to the Central Office of the department and scrutinize them for theft and fraud during the existence of the volleyball club.

The investigators and the court found that in September 2015, Shelpakov provided the volleyball club accountant with an invoice containing false information that OJSC RSS Menedzment allegedly rendered to NP Volleyball Club “Omichka” services to find a venue for the volleyball team's training camp in Slovakia and instructed her to pay the invoice. After that, the accountant transferred the funds to the company's settlement account indicated in the invoice. The volleyball club employee performed these actions as part of official duties. As a result of the defendant's actions, the Omsk Oblast budget suffered more than RUB 300 thousand of damage.

In order to compensate for the damage caused, at the investigators' request, the court seized Shelpakov's property totaling RUB 385 thousand.

The court sentenced him to 2 years of suspended imprisonment with a probation period of 2 years.
