Resident of Stavropol Krai is Suspected of Preparing Terrorist Act

Investigative authorities of the Investigative Committee of the Russian Federation for Stavropol Krai have initiated a criminal case against an 18-year-old resident of Kirovsky Okrug on preparation for a terrorist act (Part 1 of Article 30, Part 1 of Article 205 of the Criminal Code).

According to the investigators, from January to April 2021, the young man, being a supporter of an extremist organization, planned to carry out a terrorist act by blowing up one of the infrastructure facilities in Novopavlovsk.

In the spring of 2021, the suspect prepared a place for planting an explosive device and purchased a TNT block, which he kept on the territory of his household. However, the crime was not completed due to circumstances beyond his control, as law enforcement officers apprehended him for previously committed crimes under Article 282.2 of the Criminal Code (organization of activities of an extremist organization).

Thus, in March 2021, the young man recorded an audio message in which he took an oath of allegiance to an extremist organization banned in the Russian Federation and distributed it in one of the Internet messengers. Subsequently, he made several attempts to recruit residents of the district for participating in the extremist organization's activities, but the residents refused.

The criminal cases initiated by the investigators of the IC of Russia based on the materials of the Department of the FSB of Russia for Stavropol Krai have been combined into one process.

Currently, the young man is in custody. He is charged with committing crimes under Part 1 of Article 30 of Article 205 of the Criminal Code (preparation for a terrorist act), part 1 of Article 222.1 of the Criminal Code (illegal acquisition and storage of explosive devices), part 1.1 of Article 282.2 of the Criminal Code (recruitment of a person into activities of an extremist organization), part 2 of Article 282.2 of the Criminal Code (participation in activities of prohibited religious organizations).

A number of forensic examinations are carried out within the criminal case, as well as investigative and other procedural actions aimed at consolidating the available evidence. The investigation of the criminal case continues.
