Based on the results of a pre-investigation check of information about stray animals attacking a minor resident of the city of Orenburg, which had been reported by the media, the investigative authorities of the Investigative Department of the IC of Russia for Orenburg Oblast initiated a criminal case on negligence of officials of the Housing and Utilities Department of the Orenburg City Administration on a possible crime under Part 1 of Article 293 of the Criminal Code.

In violation of the federal and regional laws, the officials of the Housing and Utilities Department of the Orenburg City Administration did not properly organize the work on catching, transporting, and keeping stray animals despite the adverse situation in the city of Orenburg. Illegal and negligent actions of the Housing and Utilities Department of the Orenburg City Administration entailed a significant violation of the citizens' rights and legitimate interests, leading to a minor girl suffering bodily injuries as a result of an attack by a pack of stray dogs on Bebelya Street in Orenburg on February 12, 2022.

The Chairman of the Investigative Committee instructed the Head of the Investigative Department for Orenburg Oblast V. D. Zuderman to report on the progress of the investigation, which is now supervised by the Central Office of the IC.
