A Defendant in a Criminal Case on Embezzlement of 1.6 Billion Rubles under the Execution of Government Contracts Is Sentenced

The evidence collected by the Main Investigative Department of the Investigative Committee of the Russian Federation was recognized by the court as sufficient to pass a sentence on Alexander Ogloblin, the former head of the Communications Planning Directorate of the Main Communications Directorate of the Armed Forces of the Russian Federation. He has been found guilty of committing a crime under Part 4 of Article 159 of the Criminal Code of the Russian Federation (fraud committed by an organized group of persons, on an especially large scale).

The investigation and the court have established that Ogloblin, together with Khalil Arslanov, the former head of the Main Communications Directorate of the Armed Forces and Deputy Chief of the General Staff, and other accomplices, concluded government contracts on behalf of the Ministry of Defense with JSC Voentelecom for the supply of equipment for ground satellite communication stations and network control monitoring centers at an inflated cost. As a result, they stole 1.6 billion rubles during the execution of contracts.

Ogloblin’s accomplices – three former officials of the Russian Ministry of Defense, including Arslanov, as well as two representatives of JSC Voentelecom and heads of three commercial organizations – have also been charged in a criminal case, the investigative actions for which have been completed.  The defendants and their lawyers are getting acquainted with the materials of the criminal case.

By a court verdict, Ogloblin has been sentenced to 4.5 years in prison to be served in a general regime penal colony, and a fine of 800,000 rubles.
