СThe investigating authorities of the IC of Russia for Lipetsk Oblast initiated a criminal case against the head of Lebedyansky Raion suspected of committing crimes under Part 3 of Article 285 of the Criminal Code of the Russian Federation (abuse of official powers), Part 2 of Article 292 of the Criminal Code of the Russian Federation (forgery in office).
Earlier, as instructed by Alexander Ivanovich Bastrykin, Chairman of the IC of Russia, the progress and results of the pre-investigation check were put under control in the Central Office of the IC.
According to the investigation, in December 2020, as part of municipal programs for the resettlement of locals from ramshackle housing, the head of Lebedyansky Raion signed government contract with JSC Svoy Dom for the purchase of 81 apartments worth almost 160 million rubles in three buildings on Mashinostroiteley Street in the city of Lebedyan, which were to be commissioned in October 2021.
On the basis of payment orders signed by the head of the Raion and Completion Certificates containing false information about their scope, funds in the amount of more than 86 million rubles were transferred to the developer, which is twice the cost of the actual work performed. At the same time, the construction was suspended, and at present the buildings are in various stages of completeness.
The crime was revealed and suppressed in cooperation with the Prosecutor’s Office and the Department of the Federal Security Service of Russia for Lipetsk Oblast.
Currently, a complex of investigative actions is being carried out in order to establish all the circumstances of the malfeasance. A number of forensic examinations have been scheduled. The criminal investigation is ongoing.
