Chairman of the IC of Russia Holds Reception of Citizens via Video Conference

Chairman of the Investigative Committee of the Russian Federation Alexander Ivanovich Bastrykin held a reception of citizens via video conference. It was attended by First Deputy Chairman of the IC of Russia Eduard Valeryevich Kaburneev, Deputy Chairman of the IC of Russia Sergey Nikolaevich Goryainov, heads of departments of the Central Office, as well as heads and employees of territorial investigative departments, who work with criminal cases that had caught the department head's attention.

Among others, an Irkutsk Oblast resident addressed the head of the IC of Russia. In August 2021, his cousin went to work and disappeared. During the examination of the forest belt, the man's clothing items were seized, blood samples were taken from the grass. According to the conducted examinations, the blood belongs to the missing man, while stabs and incisions found on his T-shirt could have been inflicted by a knife. The investigative authorities of the IC of Russia for Irkutsk Oblast initiated a criminal case under Part 1 of Article 105 of the Criminal Code (murder), however, according to the relative, there is no progress in the investigation, the body has not been found, and he still does not know what exactly happened to his brother. A. I. Bastrykin heard out the head of the territorial division, A. V. Sitnikov, and ordered to establish all the circumstances of the incident as soon as possible and to submit an operational report on the search activities and the investigation course.

Then A. I. Bastrykin heard out a Novosibirsk Oblast resident. He said that in February 2015, in the evening, his mother's body was found on the street in Novosibirsk with stab and slash wounds. The territorial investigative authorities of the IC of Russia have initiated a criminal case under Part 1 of Article 105 of the Criminal Code (murder), but the perpetrators of the crime have not been identified yet. After the subordinates' report on the progress of this criminal case investigation, the head of the IC of Russia criticized their work and noted the insufficiency of measures taken to find the criminal.

“The man's mother died, the woman was killed, and you still can't find the murderer,” the head of the IC of Russia emphasized. He instructed Acting Head of the ID of the IC of Russia for Novosibirsk Oblast A. N. Badulin to establish all the circumstances of the crime committed within a month and to report on the results.

Applicants from Stavropol Krai appealed about the delay in the investigation into the criminal case on a traffic accident, which occurred in July 2017 near the 6th km of the Northern Bypass of Stavropol highway. Back then, one of the women's daughter was killed, and the second woman's daughter was seriously injured when two cars collided there. At the time, one of the cars was driven by an employee of the Ministry of Internal Affairs of Russia for Stavropol Krai (currently dismissed from the law enforcement agency), against whom a criminal case was initiated under Part 6 of Article 264 of the Criminal Code (violation of traffic rules). But, according to the mothers, the investigation is being conducted improperly, and they fear that the defendant will escape criminal liability. A. I. Bastrykin heard out the report of Head of the ID of the IC of Russia for Stavropol Krai I. N. Ivanov, criticized him and instructed to transfer this criminal case to the investigators of the Central Office of the department. In relation to the employees of the ID of the IC of Russia for Stavropol Krai, an internal inspection has been scheduled.

Concluding the personal reception, A. I. Bastrykin gave a number of specific instructions; among other things, the progress of the investigation of criminal cases in territorial divisions is now monitored by the Central Office of the IC of Russia.
