Former Deputy Chairman of State Construction Supervision Committee of Leningrad Oblast to Face Trial on Charges of Negligence and Receiving Large-Scale Bribe

Investigative authorities of the IC of Russia for Leningrad Oblast have completed an investigation into the criminal case against the former deputy chairman of the Committee for State Construction Supervision and State Expertise of Leningrad Oblast. He is accused of committing crimes under Paragraph C of Part 5 of Article 290 of the Criminal Code (receiving a large-scale bribe) and Part 1 of Article 293 of the Criminal Code (negligence).

According to the investigators, in December 2020, the official received RUB 500 thousand from the general director of OOO Poni for unhindered issuance of a permit to this commercial organization for commissioning a capital building in the Villozskoye Rural Settlement municipality. In addition, when fulfilling the official duties related to state construction supervision over the construction of capital buildings involving shared construction participants’ funds, the defendant failed to organize the proper work of his subordinate employees at the entrusted site to effectively conduct state construction supervision, which led to nominal performance of the official duties by the employees of the subordinate units and the defendant himself. As a result, the construction of apartment buildings Residential Complex Tridevyatkino Tsarstvo in Vsevolozhsky District of Leningrad Oblast and Residential Complex Gorod Detstva in the town of Kommunar, Gatchinsky District of Leningrad Oblast, was suspended, which led to the need to allocate budgetary funds in order to complete the construction. The abovementioned inaction of the official resulted in violation of the rights and legitimate interests of more than one thousand shared construction participants and disruption of commissioning deadlines for these buildings.

During the investigation, the defendant fully admitted his guilt and reported the circumstances of the crime.  In order to eliminate the causes and conditions that contributed to the crimes, submissions were filed with the governor of Leningrad Oblast, as a result of which three employees of the State Construction Supervision Committee were dismissed. 

The investigators carried out a significant set of measures aimed at collecting and securing the evidence. Currently, an indictment has been approved, and the criminal case has been filed for trial.
