Chairman of the IC of Russia Holds a Video Conferencing Reception of Individuals

Alexander Ivanovich Bastrykin, the Chairman of the Investigative Committee of the Russian Federation, held a reception of individuals via video conferencing. It was attended by First Deputy Chairman of the IC of Russia Eduard Valerievich Kaburneev, Deputy Chairman of the IC of Russia Sergey Nikolaevich Goryainov, heads of departments of the Central Office, as well as heads and officers of the territorial investigation departments, which are proceeding the criminal cases that have become the subject of attention of the head of the IC.

Applicants from Voronezh Oblast, the parents of a man who died in August 2018 in Moscow, have turned to the head of the IC of Russia, for an appointment. The man found with an injury in the Brateevskaya Floodplain park. He subsequently died in the hospital. However, according to the applicants, the decision to institute criminal proceedings was made only two months after their son’s death. Also, in their opinion, it was not investigated properly. A.I. Bastrykin heard the report of A.A. Strizhov, the head of the Main Investigative Department of the IC of Russia for the city of Moscow, who spoke about the progress of the investigation of the criminal case initiated under Part 4 of Article 111 of the Criminal Code of the Russian Federation (intentional infliction of grievous bodily harm resulting in the death of the victim). The head of the IC of Russia severely criticized the work of the entire territorial division for red tape and the lack of results in the criminal case, as well as for the improper organization of the work flow, which did not allow solving the crime. So, the criticism was addressed to a number of subordinates of the head of the Main Investigative Directorate of the IC of Russia for the city of Moscow, as well as the head of the Nagatinsky Interdistrict Investigative Division of the Investigative Department for the Southern Administrative District of the MID of the IC of Russia for the city of Moscow and the senior investigator of this division. A.I. Bastrykin stressed that the investigation was delayed, unreasonable decisions were repeatedly made to terminate and suspend the criminal case, which does not correspond to the goals and objectives of criminal proceedings. An internal audit has been appointed, which is to check the compliance of a number of officers with their current positions. Also, the Investigative Department of the IC of Russia for Voronezh Oblast and its head K.E. Levit were criticized. The Chairman of the IC of Russia instructed him to find out what decisions had been made on the applicants’ appeals and to check their validity. The criminal case was transferred for further investigation to the investigators of the Central Office of the IC of Russia.

Then A.I. Bastrykin listened to the applicants from Sverdlovsk Oblast, the mother and sister of a man who died in March 2020 as a result of an injury sustained at his workplace. The applicants argue that the criminal case initiated under Part 2 of Article 143 of the Criminal Code of the Russian Federation (violation of safety regulations and other labor protection rules) is being investigated improperly. They demand to identify persons from among the employees of the enterprise who did not provide the deceased with personal protective equipment. In addition, the citizens said that the senior investigator of the Investigative Department for the city of Pervouralsk had unreasonably made a decision to terminate the criminal case, which was later revoked. The head of the IC of Russia instructed M.V. Boginsky, the head of the ID of the IC of Russia for Sverdlovsk Oblast, to file a report on the progress of the investigation. A.I. Bastrykin noted the insufficient amount of investigative actions carried out by the subordinates. In this regard, an internal audit has been appointed, after which management decisions will be made. The progress of the investigation of this criminal case has been put under control in the Central Office.

A woman from Kursk Oblast has reported that her son went missing in June 2019.  The man left the house by car, and nothing has been known about him since. The investigating authorities of the IC of Russia for Kursk Oblast initiated a criminal case under Part 1 Article 105 of the Criminal Code of the Russian Federation (murder), however, the circumstances of the incident have not been established yet. A.I. Bastrykin listened to the report of A.B. Gusev, the head of the Investigative Department of the IC of Russia for Kursk Oblast. The head of the IC of Russia instructed him to consider replacing the investigator, establish all the circumstances of the disappearance of the man within a month, and take measures to find the body. A forensic expert from the Main Directorate of Criminalistics (Criminalistics Center of the IC of Russia) has also been sent to Kursk Oblast.

In all the criminal cases on the agenda, the head of the IC of Russia gave a number of specific instructions and demanded that the results of the work be filed as soon as possible.
