A Criminal Case Has Been Initiated on the Fact of the Shelling by Ukrainian Nationalists’ Tochka-U Missile Killing Civilians in the DPR

During the armed conflict, Ukrainian nationalists continue to violate the norms of international law, carrying out numerous shelling of the civilian infrastructure of Donbass and using deadly weapons, which were designed to destroy military equipment and manpower over a large area, against the civilian population.

According to the investigation, on March 14, servicemen of the Armed Forces of Ukraine and other Ukrainian military units used the Tochka-U tactical missile system with a cluster charge while shelling civilian infrastructure facilities in the city of Donetsk, near Universitetskaya and Artema streets. As a result, at least 23 civilians not participating in the armed conflict, including children, were killed and at least 18 were injured to varying degrees.    

On this fact, the Investigative Committee of Russia has initiated a criminal case on the grounds of a crime under Part 1 of Article 356 of the Criminal Code of the Russian Federation (ill-treatment of the civilian population; the use in an armed conflict of means and methods prohibited by an international treaty of the Russian Federation).

Following the criminal orders of the higher leadership, Ukrainian nationalists once again violated the provisions of the Universal Declaration of Human Rights adopted by the UN General Assembly, the Convention for the Protection of Civilian Persons in Time of War and its Protocols, the Convention (IV) on the Laws and Customs of War on Land and its Provisions.

The motive for their crimes is hatred and hostility associated with the secession of the Donetsk People’s Republic from Ukraine and the proclamation of an independent sovereign state.

Ukrainian servicemen, who gave the illegal order to use rocket weapons against the civilian population, are being identified as part of the criminal case.
