The evidence collected by the investigating authorities of the Main Investigative Department of the IC of Russia for Moscow Oblast has been recognized by the court as sufficient for sentencing a 21-year-old citizen of one of the neighboring countries. He has been found guilty of preparing for a terrorist attack, as well as of undergoing special training for the purpose of carrying out terrorist activities on the territory of Russia in the interests of a banned terrorist organization (Part 1, Article 30, Paragraph a, Part 2, Article 205 of the Criminal Code of the Russian Federation, Article 205.3 of the Criminal Code of the Russian Federation, Part 2, Article 205.5 of the Criminal Code of the Russian Federation).
The investigation and the court have found that the defendant, while in Moscow Oblast, on his own initiative joined a terrorist organization and assumed the functions of a rank member. In June 2021, he developed a plan to commit a crime of a terrorist nature on the territory of the Moscow metropolitan area; for this purpose he acquired components, tools and equipment necessary for the manufacture of explosives and made a semi-finished improvised explosive device. Law enforcement officers became aware of his illegal activity, after which, thanks to the joint and well-coordinated operations of investigators of the Main Investigative Department of the IC of Russia for Moscow Oblast, operational officers of the FSB of Russia and the Ministry of Internal Affairs of Russia, as well as officers of the Main Department of Rosgvardia for Moscow Oblast, the accused was detained, and the terrorist attack was prevented.
It has been established that, having joined a banned terrorist organization, the defendant was trained by studying videos sent to him by an extremist recruiter. According to the expert’s examination, these video guides are suitable for making explosive devices. In addition, he was engaged in funding a terrorist organization.
As part of the investigation of the criminal case, the investigator has done a significant amount of work. More than 20 interrogations, an inspection of the crime scene were conducted. Searches were carried out in the man’s residence and work premises; a secret apartment, where the attacker had planned to transfer his explosive device with striking elements, was identified. Mobile phones and other equipment, as well as the semi-finished improvised explosive device and items intended for its manufacture were confiscated. The details of the defendant’s telephone conversations were studied, information on the movement of funds in his bank accounts was obtained. The conclusions of forensic medical, psychological and psychiatric, explosive technical, and genetic examinations were received. The evidence collected by the investigator in the criminal case and the conclusions of the examinations have formed the basis of the prosecution materials.
By a court verdict, the man was sentenced to 19 years in prison, of which 3 years to be served in prison, and the next 16 years in a strict regime correctional colony.
