Chairman of the Investigative Committee of Russia Holds Briefing Session in Video Conference Mode


Chairman of the IC of Russia Alexander Ivanovich Bastrykin held a briefing session in a video conference mode. The event was attended by the first deputy and deputy chairmen of the IC of Russia, heads of the Central Office units, regional investigative authorities, and departmental educational institutions.

The meeting was dedicated to interaction with refugees arriving from the Donetsk and Lugansk People's Republics. According to available information, the number of people who left Donbass exceeded 360 thousand, including over 20 thousand minors, more than one and a half thousand orphans, 900 disabled people, and over 6 thousand elderly citizens. Alexander Ivanovich noted that along with the main task of collecting and documenting crimes committed by the Ukrainian nationalist regime against the civilians of the Donetsk and Lugansk People's Republics, the investigative authorities of the IC of Russia should not stay away from the victims' problems and troubles, taking all possible measures to resolve the difficulties associated with the refugees' stay in the Russian Federation. In order to fulfill the tasks set, the department head instructed the heads of territorial investigative departments to draw up appropriate work plans and form operational headquarters to respond to specific situations related to observing the refugees' rights.

Within the framework of the meeting, Head of the Investigative Department of the IC of Russia for Rostov Oblast Aslan Garunovich Khuade provided information about the refugees who arrived in the region, measures taken to accommodate and adapt them, and the social support rendered to them. A. G. Khuade reported on the investigative actions carried out with victims and witnesses who arrived from the DPR and LPR. He paid special attention to the issues of minors, orphans and children in difficult life situations staying in the Russian Federation. Separately, the head of the ID of the IC of Russia for Rostov Oblast presented information about the targeted humanitarian aid provided to refugees at the expense of voluntary donations from investigative department staff and concerned Rostov Oblast residents. Also, A. G. Khuade reported on the actions performed and efforts made to create the most comfortable conditions for children and adults who survived all the wartime difficulties and hardships in Donbass.

The heads of the Main Investigative Department of the IC of Russia for the Republic of Crimea and the city of Sevastopol and investigative departments of the IC of Russia for Belgorod and Kursk Oblasts reported on the work to assist citizens who arrived from the Lugansk and Donetsk People's Republics, as well as from Ukraine.

After listening to the subordinates' reports, A. I. Bastrykin instructed the Department of Educational Work, as well as all educational institutions of the IC of Russia, in cooperation with the heads of regional investigative departments, to inform the children and their legal representatives about the possibility of continuing education in departmental educational organizations. In addition, the Chairman of the Investigative Committee drew the meeting participants' attention to the urgency of the task of finding employment for the refugees in Russia.

Apart from that, the meeting discussed the territorial investigative authorities' work on protecting the housing rights of orphans. It was noted that the number of orphans who were not provided with housing but were entitled to it was increasing. If at the beginning of 2021 the number of such persons was 188 thousand, then by the end of the year only 25 and a half thousands of them received apartments. The overall level of provision with housing remains low and is only 14%, and in some regions, it does not exceed 3%. The largest number of orphaned children without housing is in Kemerovo and Irkutsk Oblasts. 

The Chairman of the IC of Russia stressed that tens of billions of rubles of public funds had been allocated for these purposes, but the federal and regional budgets remained partially unspent. The work of the heads of the investigative departments of the IC of Russia for the Altai Republic, Kaliningrad Oblast and the Karachay-Cherkess Republic in this area was criticized. In this regard, A. I. Bastrykin noted the need to actively implement criminal and legal measures aimed at ensuring proper and rational distribution of subsidies, as well as prevention of corruption crimes and officials' negligence when spending them. In connection with the noted shortcomings in the subordinates' work, the Chairman of the IC of Russia scheduled internal checks.
