Criminal Case Initiated in Krasnoyarsk Krai Against Man Suspected of Publicly Calling for Terrorist Activities

Investigative authorities of the Main Investigative Department of the IC of Russia for Krasnoyarsk Krai and the Republic of Khakassia have initiated a criminal case against a 25-year-old resident of the city of Norilsk. He is suspected of committing a crime under Part 2 of Article 205.2 of the Russian Criminal Code (public calls to terrorist activities). The criminal case was initiated based on the materials of the department of the FSB of Russia for Krasnoyarsk Krai.

According to the investigators, on February 23 and 24, 2022, the suspect, while being in Kayerkan District of the city of Norilsk, used the Internet information and telecommunications network to post in his messenger community a photo of himself against the background of the flag of the international terrorist organization Islamic State, which is banned in the Russian Federation, as well as video messages available for viewing and copying by the members of the community that contained calls for terrorist activities and justification of terrorism.

During the searches conducted at the suspect's living quarters, two improvised explosive devices, a flag with symbols of the banned international terrorist organization Islamic State, as well as a handwritten text with an oath of allegiance to the terrorist organization amir, were seized. According to the suspect's explanation, he planned to use the improvised explosive device to commit a terrorist act at one of the facilities of the Federal Penitentiary Service of Krasnoyarsk Krai.

The suspect's actions related to preparation for a terrorist act and illegal manufacture of explosive devices will be evaluated within the criminal case investigation. The suspect was detained. In the near future, he will be charged, and a restriction measure in the form of detention will be imposed on him. The investigation of the criminal case continues.
