Regional Departments of the IC of Russia Continue to Provide Assistance to Citizens Arriving from DPR and LPR


Employees of the Investigative Department do everything possible to help people arriving from the LPR and DPR adapt to the current situation: they help with basic necessities, provide legal advice, share not only sorrows, but also joys – they organize leisure activities with the youngest guests. They helped many children to get ready for school and explained to the older ones the procedure for entering educational institutions of the Investigative Committee of Russia. This support is very important for the citizens of the Donetsk and Lugansk People's Republics today: the people understand that they will not be abandoned and gradually return to normal life again. Sincere gratitude of adults and smiles on the faces of children deprived of the opportunity to grow up under a peaceful sky – this is the best reward for the staff of our department, who revive faith in goodness with their support.

The head and employees of the Investigative Department of the Investigative Committee of the Russian Federation for Tambov Oblast visited one of the housing facilities for citizens from the Donetsk People's Republic, which is located at a cardiological health resort in a pine forest on the banks of the River Tsna. Today, it houses 48 Gorlovka residents, including 20 children and two pregnant women. The head of the investigative department, Alexander Nikolaevich Polshakov, met with the DPR residents and asked them about current difficulties with social and household arrangements, provision of medical aid and medicines, issuance of monetary payments, placement of children in kindergartens and schools; then he answered their questions. The residents of Gorlovka said that in Tambov land they were welcomed as close relatives. Here they actually feel that they are listened to and heard. People sympathize them and sincerely want to provide help and support in a difficult situation, and this is the most valuable thing for them right now! The head of the department assured those present that the investigative department staff will provide the maximum possible assistance in resolving their problems. The staff of the investigative department also organized a giving campaign to gather required items and funds to purchase the necessary children's goods.

Employees of the Investigative Department of the IC of Russia for Ryazan Oblast visited the Year-Round Children's Health Center Kolos, where citizens from the DPR and LPR also temporarily reside. Special attention is paid to children who, despite their very young age, already had to endure the horror of the military action. With the funds raised, the department's employees purchased clothes, toys, and backpacks with school supplies for the children. Now, surrounded by the warmth and care of Ryazan residents, the children are gradually returning to the world of childhood: their laughter can be heard more and more often, and for the first time in a long time, the children feel safe. Kirill Eduardovich Levit, Head of the Investigative Department of the IC of Russia for Voronezh Oblast, visited orphaned children who were accommodated in a children's health camp in Liskinsky District and in Bobrovskaya Boarding School for Orphans and Children with Disabilities Left Without Parental Care in Voronezh Oblast.

Regional offices of the IC of Russia and other departments hold personal receptions of citizens from the DPR and LPR. during such meetings, employees of the IC and government representatives answers the relevant questions: about restoration of lost personal IDs, obtaining citizenship of the Russian Federation, employment, receiving social benefits, entering educational institutions. Such personal receptions were held in Voronezh, Kostroma, and Tyumen Oblasts, in the Republic of Crimea and other regions. Investigators of the Western Interregional Investigative Department for Transport of the Investigative Committee of the Russian Federation also hold similar receptions.

In addition, in pursuance of the instructions given by Chairman of the Investigative Committee of the Russian Federation A. I. Bastrykin, territorial investigative authorities of the IC of Russia continue to collect and document evidence of criminal actions of Ukrainian troops. The testimony of residents of Donbass and other Ukrainian regions who have arrived in our country and who have suffered from shelling by Ukrainian nationalists is an integral part of the evidence base within the currently investigated criminal cases on crimes committed against civilians. Thus, the employees of the ID of the IC of Russia for Voronezh Oblast continue their constant work with the arriving citizens, carefully recording the instances of committing illegal acts by the Armed Forces of Ukraine and nationalist battalions. Since 2014 and to the present moment, employees of the regional department of the IC have interrogated over 5.5 thousand refugees from Donbass and the territories of Ukraine who suffered from the Ukrainian nationalists' actions. Psychologists of the Center for Children's Psychological and Pedagogical Support and Development provide valuable contribution to this work. They help the children and their parents adapt to new living conditions.

Every day, the Crimean peninsula welcomes residents of the Lugansk and Donetsk People's Republics, Mariupol, Kherson, and Zaporozhye Oblasts, who were forced to leave their homes to save themselves, their relatives, and friends from the Ukrainian nationalists' fire. Temporary housing facilities have been opened for the victims in Sevastopol and Simferopol, Dzhankoy and Krasnoperekopsk, Yalta and Alushta, Yevpatoria and Kerch. Many refugees stay with their friends and relatives. Investigators and forensic experts of the Main Investigative Department of the IC of Russia for the Republic of Crimea and the city of Sevastopol conduct daily work with citizens arriving from Donbass and Ukraine, recording their testimonies about unbearable survival conditions, years-long abuse and purposeful extermination of civilians. In the Republic of Crimea and the city of Sevastopol, officers conduct not only this important thorough work, but also provide legal assistance to refugees, help with organizing everyday life and placing children in educational institutions.

“You can't be indifferent to others' grief and children” – the department's officers always follow this motto. Employees of the IC of Russia get acquainted with the refugees' conditions of living, education, leisure, and recreation.

In addition, units of the Russian IC continue conducting giving campaigns. For instance, in Arkhangelsk, military investigators visit the refugees and deliver humanitarian aid to gathering points. Rehabilitation Center Rodnik of Arkhangelsk Oblast houses 15 refugees. The absolute majority of them have already been taken in by their relatives. And only one female pensioner from Kharkov, who has no relatives living in the north of the European Russia, remained in the social institution. Having learned about this, an employee of the military investigation department of the Investigative Committee of the Russian Federation for Severodvinsk Garrison met with the woman. After listening to her story about what she went through, the officer handed her food and expressed willingness to help both in settling at the new place and in solving other essential issues. The staff also handed over 300 kg of long-term storage food to the humanitarian aid collection point for residents of the Donetsk and Lugansk People's Republics.

Investigators of the Investigative Department of the IC of Russia for Pskov Oblast visited the operative volunteer headquarters for gathering humanitarian aid in Pskov, located at the regional resource center for the support of volunteerism. Officers of the IC, together with Pskov volunteers, purchased and delivered food and basic necessities for Donbass residents to the gathering point. Employees of the Investigative Department of the Investigative Committee of the Russian Federation for Murmansk Oblast also did not stay indifferent to the trouble. Wishing to provide support to people who had to endure the horrors of daily shelling, the officers purchased and delivered the most necessary things – food, basic necessities, medicines, clothes – to the humanitarian aid gathering point.

The department's officers express their willingness to continue to support people in need, and always to come to the aid of those who require it.
