A Criminal Case Has Been Initiated Over the Facts of Ill-Treatment of Russian Military Personnel Who Were Taken Prisoner

The Military Investigative Department of the Investigative Committee of the Russian Federation for the Podolsk Garrison has initiated a criminal case against the officials and officers of pre-trial detention centers located on the territory of Ukraine in the cities of Kropivnitsky (Nikolaev Oblast), Kiev (Detention Center # 13) and Poltava (Detention Center # 23) on the grounds of crimes under Part 1, Article 356 of the Criminal Code of the Russian Federation  (the use of prohibited means and methods in an armed conflict).

It has been preliminary established that the officers serving in these pre-trial detention centers, contrary to the requirements of the Convention on the Treatment of Prisoners of War (Geneva, 12.08.1949), repeatedly committed ill-treatment, torture and humiliation, and also expressed threats to life and health against more than 20 Russian servicemen who had been taken prisoner.

The Russian servicemen, who are currently undergoing treatment and rehabilitation, have been questioned about the circumstances of the incident. The necessary documents have been requested from medical institutions. Measures are being taken to identify the persons responsible for the committed crimes.

The preliminary investigation of the criminal case is ongoing.
