After all, since 2014, all Russian people have united against the tradegy of the Donbas citizens, who refused to live under the conditions of the criminal Kyiv regime and were forced to flee while being shelled by the Armed Forces of Ukraine and the national battalions. Many of them lost all documents and property. As volunteers noted, the joint work of the Investigative Committee and volunteers was an excellent example of interaction between the state and public organizations to support people who have literally lost everything.

Social activists raised a number of concerns that Donbas people face sometimes. Among them were the following: difficulties associated with the long duration for the citizenship obtaining and the problems related to the temporary asylum certificate receipt in the Russian Federation  because many of them have lost the documents, the employment issues, the certain types of medical care receipt, the difference in educational standards in schools, the education to be continued in Russian universities for students and other issues.

Representatives of the Regional Investigative Units, participating in the personal appointment, shared their positive experience in organizing support for the people, arrived from the DPR, LPR and Ukraine, illustrated the specific examples of effective interaction with local social authorities.

The Head of the Investigative Committee of Russia has emphasized that the Russian Government developed a number of legal acts, that allowed all these problems being resolved, but it happened that their implementation in the regions directly was not quiet efficienct, and that was a cause for process delays.

He instructed the Heads of the Investigative Bodies to hold routine meetings with the Heads of regions and the representatives of the local administration, where the main issues could be defined in order to resolve them in a timely manner. He also instructed to continue the positive experience exchange with colleagues from other regions, where the refugees support mechanism has already been experienced. But the main requirement that A.I. Bastrykin announced to his subordinates was the necessity of regular meetings with those, who arrived from Donbas, in order to learn about their life difficulties directly.

The representatives of public organizations thanked the Head of the Investigative Committee of Russia for the meeting and for the Committee’s special attention to the problems of refugees.

At the end of the personal appointment A.I. Bastrykin thanked the volunteers once again for their important mission. He promised that such working meetings between them and the Body would be conducted regularly.
