The Chairman of the IC of Russia Takes Part in the Meeting of the Interdepartmental Commission of the Security Council of the Russian Federation on Migration Policy

Alexander Ivanovich Bastrykin, the head of the Investigative Committee of Russia, took part in a regular meeting of the Interdepartmental Commission of the Security Council of the Russian Federation on improving the state migration policy. This videoconference meeting was chaired by Dmitry Anatolyevich Medvedev, Deputy Chairman of the Security Council of the Russian Federation. The event was attended by federal ministers, heads of services and agencies.

The meeting focused on the relevant issues of Russia’s migration policy improvement, in particular, those related to the implementation of measures for the reception, accommodation and assistance to refugees and internally displaced persons from the Donetsk and Lugansk People’s Republics, as well as from Ukraine.

The meeting noted that more than 1.3 million people had arrived in Russia in a fast-track manner from the territory of Ukraine, including 220,000 children during the period from early February to mid-May 2022. Dmitry Anatolyevich Medvedev stressed that many of them had lost their loved ones, some had been injured after the bombing and shelling carried out by Ukrainian nationalists, had lost their property and livelihood.

The Investigative Committee of the Russian Federation is implementing a set of measures to document and investigate the crimes of the Kiev regime. The IC also ensured the provision of assistance to individuals who were forced to leave the territory of the People’s Republics and Ukraine and arrived in the Russian Federation, including assistance in establishing the whereabouts of their relatives with whom contact was lost during the evacuation. Special mobile groups have been created in the territorial investigative bodies to promptly address the social and other issues of refugees. The Investigative Committee has introduced a 24-hour hotline, regular visits to temporary accommodation facilities, and personal meetings.

The head of the Investigative Committee of Russia emphasized that the IC investigators deal with internally displaced persons to identify issues related to imperfections in legal frameworks and mechanisms needed for the education and adaptation of children with disabilities, the receipt of maternity capital payments and other benefits by families, in which children were born already in Russia. Also, migrants’ employment issues must be promptly addressed; the procedure for obtaining various kinds of official documents must be simplified.

In his speech, the Chairman of the Investigative Committee of Russia outlined a number of proposals aimed at streamlining the refugees social support measures introduced in the country. There’s a proposal to create a “one-stop” information platform similar to the Multifunctional Public Services Center integrated with the databases of relevant ministries and agencies. There’s an idea to consider the establishment of an information database, which will include data on persons who arrived in the Russian Federation from the territory of the special military operation (with the possibility of sharing information with the competent authorities of the DPR and LPR). This would make it possible to promptly search for individuals, ensure family reunification, including with children whose parents died or went missing. Another proposal was about the development of educational programs for HR retraining and internships for refugees during the period of retraining.

“The implementation of these and other initiatives will contribute to overcoming the consequences of the humanitarian crisis in Donbass, will create favorable conditions for the stay of needy individuals in the country”, said A.I. Bastrykin.

The meeting proposed a set of actions aimed at improving operations in this area of ​​activity, including simplifying the migration registration procedures, granting temporary asylum, issuing work permits, issuing Russian citizenship and residence permits. The decision of the Interdepartmental Commission will be based upon these actions, which will be subsequently implemented.
