Two More Commanders of the Armed Forces of Ukraine Suspected of Ill-Treatment of the Civilian Population of Donbass Have Been Identified

The Investigative Committee of Russia has initiated criminal cases against a senior officer on the battery of the 115th separate mechanized brigade of the reserve of the General Staff of the Armed Forces of Ukraine, Lieutenant Ilya Maslichenko, and a soldier of the 36th separate brigade of the Marine Corps of the Armed Forces of Ukraine, senior sailor Yevgen Vakhnenko. They are suspected of committing a crime under Part 1, Article 356 of the Criminal Code of the Russian Federation (ill-treatment of the civilian population, the use of prohibited means and methods in an armed conflict).

According to the investigators, from May 14 to May 25, 2022, Lieutenant Maslichenko, in order to intimidate the population and destabilize the activities of the authorities of the Lugansk People’s Republic, gave orders to his subordinates to shell buildings and public places in Severodonetsk and nearby settlements. These illegal actions led to large-scale destruction of private households and infrastructure, including the Mir Hotel, the city sports complex, a kindergarten and a medical institution.

It has been established that on March 4, 2022, Vakhnenko fired a shot from his AK-74 assault rifle at a resident of the settlement of Volonterovka, the Donetsk People’s Republic, who did not take part in the armed conflict and hostilities, as a result of which the civilian died.

Maslichenko and Vakhnenko have been detained; investigative actions will be carried out with them in the near future.

The investigation is taking measures aimed at establishing all the circumstances of the incident, as well as other persons from among the Ukrainian security forces involved in the shelling of civilians.
