The Chairman of the Investigative Committee of the Russian Federation pays a work-related trip to the Republic of Belarus
Mr. Alexander Ivanovich Bastrykin - Chairman of the Investigative Committee of the Russian Federation visited the Republic of Belarus on a working trip.
Mr. A.I. Bastrykin took part in the II International Scientific and Practical Conference "Investigative Activities: Science, Education, Practice" at the invitation of Mr. Dmitry Yuryevich Gora – the Chairman of the Investigative Committee of the Republic of Belarus. The event took place in the largest information and cultural center of the country, in the building of the National Library of Belarus, which is called the "diamond" of knowledge, which has no analogues in the world. The event was attended by: Mr. Oleg Yuryevich Mikhailov – the Head of the Department of International Cooperation and Legal Support of the Russian Investigative Committee, Ms. Maria Dmitrievna Krasnopeeva – the Head of the Cultural Center of the Russian Investigative Committee, the representatives of law enforcement and state bodies of the Republic of Belarus: Mr. Valery Vatslavovich Mitskevich – the Deputy Chairman of the House of Representatives of the National Assembly of the Republic of Belarus, Mr. Alexander Alexandrovich Rakhmanov - Deputy State Secretary of the Security Council of the Republic of Belarus, Mr. Alexei Alexandrovich Volkov – the Chairman of the State Forensic Examination Committee of the Republic of Belarus, the representatives of law enforcement bodies, the scientific and educational institutions of the Republic of Belarus, Russian Federation and Azerbaijan.
Mr. D.Yu. Gora noted that such meeting has already become a good tradition. He outlined the importance of coordinated actions of law enforcement bodies to ensure the safety of society.
In his welcoming speech, Mr. A.I. Bastrykin stressed that regular meetings of the law enforcement corps Heads of Russia and Belarus allow to "coordinate mutual stances" on the essential issues of interaction. This proves the both states interest to increase the effectiveness of law enforcement bodies in the fight against transnational crime and in other areas of interaction. He added that the cooperation between the law enforcement bodies of Russia and the Republic of Belarus has acquired a truly allied character, and it is characterized by high intensity, a wide range of areas of dual-side cooperation, and an extensive legal framework.
“The ongoing events in the world demonstrate the urgent need for consolidation on a wide range of issues. The Law enforcement officers in Russia and Belarus must keep up with the times and consistently adapt to the realities of the modern world: promptly identify new threats and take effective measures to counter them no less promptly,” Mr. A.I. Bastrykin.
The Head of the Russian Investigative Committee also touched upon the history of the preliminary investigation bodies creation in Russia at the initiative of the All-Russian Emperor Peter I. He added that even today one of the main tasks of the Committee is the fight against the corruption and misuse of public funds. In addition, Mr. A.I. Bastrykin told his Belarusian colleagues about the departmental education development, he spoke about the work of the created Forensic Expert Center, noting that FEC specialists conduct a wide range of examinations. Separately, the Head of the Russian Investigative Committee narrated about the work of the Main Criminalistics Directorate (Criminalistics Center) and that joint groups of forensic specialists and experts of the Russian Investigative Committee are successfully working on the Donbas territory, identifying all the Kiev regime crimes against the civilian population.
An excursion was held for the participants of the conference, during which they got acquainted with the unique book editions of the National Library of Belarus.
As part of the working trip, there was a meeting between Mr. A.I. Bastrykin and Mr. A.I. Shved - the Prosecutor General of the Republic of Belarus, during that meeting, there was a signing of the Resolution related to the establishment of a joint investigative and operational group to determine the circumstances of the Soviet people genocide during the Great Patriotic War of 1941-1945 between the Investigative Committee of the Russian Federation and the General Prosecutor's Office of the Republic of Belarus.
Speaking about the significance of the executed document, the Chairman of the Investigative Committee of Russia noted: “We need to master new technical parameters, new equipment, so that our new generation of forensic experts can successfully master these technologies. And, of course, we must talk about the specifics of the investigation of very serious crimes, which we mentioned during the signing of the Resolution. We have been using new technologies in the investigation of crimes against humanity since 2014, and these technologies should be at the center of the discussion at today's conference.” He added that all the facts of the shelling of the civilian population of the DPR and LPR committed by Kiev are documented and investigated, more than 800 criminal cases have been launched since 2014. “There are specific persons of interest, war criminals. Since the beginning of the special military operation in Ukraine, we have preceded the work of our investigation team on the territory of the Donetsk and Lugansk People's Republics. The documents related to all attacks are sent to the prosecutor's offices of these regions.”
In addition, during the working trip, the Chairman of the IC of Russia met with Mr. B.V. Gryzlov -the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Belarus, where the working issues were discussed.
During the events, a number of the Investigative Committee Officers of the Republic of Belarus were awarded a commemorative medal of the Investigative Committee "75 years of Victory in the Great Patriotic War of 1941-1945." Mr. A.I. Shved - the Prosecutor General of the Republic of Belarus and a number of senior officials of the supervisory agency were awarded a similar medal, and the medal "10 Years of the Investigative Committee of the Russian Federation". In turn, Mr. A.I. Bastrykin and Mr.O.Yu. Mikhailov - the Head of the Department of Legal Support and International Cooperation of the Russian Investigative Committee, were awarded medals "100 years of the prosecutor's office of the Republic of Belarus".
At the end of the working trip, Mr. A.I. Bastrykin and Mr. D.Yu. Gora laid wreaths at the memorial obelisk dedicated to the pioneer hero Marat Kazei, located in the Stankovo village, Minskaya oblast, the place where he was born. Marat Kazei showed fearlessness and heroism in the fight against the Nazi invaders, giving his life for the Motherland. He was awarded the title of Hero of the Soviet Union posthumously.
