The Chairman of the Investigative Committee of the Russian Federation gives a speech in the X International Legal Forum in St. Petersburg

Mr. A.I. Bastrykin, the Chairman of the Investigative Committee of Russia, took part in the work of the X-th St. Petersburg International Legal Forum in the "Peace and Law" section. The meeting, moderated by Mr. A.N. Savenkov, who is the Principal of the Institute of State and Law of  the Russian Academy of Sciences, was attended by: Ms. L.N. Galenskaya - the DJS, the Chair Professor of the International Law of the Saint Petersburg State University, Mr. V.N. Piligib -  the co-Chairman of the Association of Russian Lawyers,  Mr. A.I. Alexandrov   -the Autorised Member  of Legislative Authority of Kaluzhsjaya oblast in the  Federation Council, Mr. K.L. Chaika - the Vice - Chairman of Justices  of the Eurasian Economic Union, Mr. С.А. Musavi  - the Principal on the International Treaties and the International Law of the Ministry of the Foreign Affairs in the Islamic Republic of Iran, and Mr. I.I. Butrim and A.V. Gabov -  the research Officers of the Russian Academy of Sciences.

The issues of the advisability or necessity for the existing world order reforming were discussed at the forum. The role of Russia in shaping the international order for a multipolar world was also touched upon.

In his speech, the Chairman of the Investigative Committee of Russia talked about the ratio between the norms of national and international law on the view of the ongoing political situation, and he also mentioned the measures taken by the Investigative Committee of Russia due to collect evidence of crimes committed by the Ukrainian security forces against the residents of Donbas.

The Head of the Russian Investigative Committee noted that the items related to the Russian Federation participation in the international and European institutions in particular have been a matter of concern for a long time. That is why the Head of the Office Body recalled the proposal to abandon the primacy of international law over national law, such proposal has been announced by him back in 2015. At the same time, he stressed that in the United States, these are blocked in their domestic legislation if it is unsuitable for them, although they are the conductor of the idea for the international law being in priority.

Mr. A.I. Bastrykin spoke positively about the work of the Russian legislators, who managed to form the national legislation, taking into account not only the norms of international law, but also the interests of our country. He reminded the provisions of the Criminal Code of the Russian Federation, which allow the crimes against foreign citizens being investigated, including the rules stipulating the responsibility for crimes against the peace and security of mankind, regardless of the place where the crime was committed. So it tremendously helps nowadays in reality during the investigation of crimes committed in Donbas and Ukraine.

The Head of the Committee recollected that the Investigative Committee operates on the basis of the international law and the Russian legislation, while conducting the procedural actions in mentioned cases. He also recalled the steady cooperation with the Law Enforcement Agencies of the Donetsk and Lugansk People's Republics after their recognition by the Russian Federation and about the concluded Interdepartmental Agreements with the Prosecutor General's Offices of the Republics.

«We agreed with the Prosecutor's Offices (the DNR and the LNR) that Justice must be administered there,” the Chairman of the Investigative Committee of Russia emphasized, recalling that the Investigative Committee of the Russian Federation had already forwarded 10 criminal cases to the indicated above Bodies for the further trial, and so one of the cases had already established the verdict of guilty in the LPR.

Also Mr. A.I. Bastrykin spoke about the importance of creating a tribunal to investigate the crimes of the Kiev regime, noting that it should be “a tribunal of allies and like-minded people, which confirms the idea that the world today is multipolar, and a number of international organizations, BRICS, the CIS, the SCO could be allies in this issue." Speaking in general about the existence of the international institutions, the Chairman of the IC of Russia noted the expediency of their existence in the East, noting a clear imbalance due to the fact that most of these organizations and institutions are currently located in Western countries.

Finalizing his speech, the Chairman of the Investigative Committee of Russia stressed that the post-war international law is the greatest achievement. Only its founding principles can save the world order. The necessity of the existence of such a right is not questioned, but it must be the universal and practically applicable.
