Investigators Record the Consequences of Shelling of Civilian Facilities in the LPR by the Ukrainian Military

Investigators of the IC of Russia have conducted inspections of the incident scenes and recorded the consequences of shelling of the cities of Severodonetsk and Rubezhnoe  in the Lugansk People’s Republic by the Ukrainian military.

According to the investigators, the commanders of the 24th separate mechanized brigade of the Armed Forces of Ukraine ordered their subordinates to shell the territory of the city of Severodonetsk in the Lugansk People’s Republic with multiple launch rocket systems, as well as artillery weapons. The shelling destroyed apartment buildings, damaged two cars belonging to individuals, one of which burned down. Four civilians in Severodonetsk suffered from shrapnel wounds of varying severity.

Also, investigators of the IC of Russia have conducted an inspection of damage in the city of Rubezhnoe, the Lugansk People’s Republic, after shelling by Ukrainian military with multiple rocket launchers and artillery weapons. The shelling by the Armed Forces of Ukraine injured a local resident, damaged industrial facilities, private households, personal property of individuals who did not take part in the armed conflict and the conduct of hostilities. Investigators believe that servicemen of the 57th separate motorized infantry brigade of the Armed Forces of Ukraine were involved in these criminal acts.

The shelling was carried out by the Ukrainian military, contrary to the requirements of the Geneva Convention for the Protection of Civilian Persons in Time of War of 12.08.1949 and its Additional Protocol, which prohibit the use of weapons if this could cause excessive loss of life or injury among civilians.

Based on these facts, the Investigative Committee of the Russian Federation has initiated and is investigating criminal cases on the grounds of a crime under Part 1, Article 356 of the Criminal Code of the Russian Federation (ill-treatment of the civilian population, the use of prohibited means and methods in an armed conflict). Measures are being taken to identify all those involved in the committed crimes.
