Chairman of the IC of Russia Chairs an Operational Meeting in Kherson


Alexander Ivanovich Bastrykin, the Chairman of the Investigative Committee of Russia, held in Kherson an operational meeting of the headquarters for the investigation of crimes committed by Ukrainian formations against civilians and Russian military personnel in the territory of the LPR, DPR and Ukraine. The meeting was attended by Eduard Valerievich Kaburneev, the First Deputy Chairman of the IC of Russia, Konstantin Evgenievich Korpusov, the acting Deputy Chairman of the IC of Russia – the head of the Main Military Investigative Department, top officials, officers of the Central Office units, including the Main Investigative Department, as well as military investigative bodies of the IC of Russia.

The meeting discussed issues of increasing the group of investigators carrying out activities in Kherson who record and investigate the crimes committed by the Kiev nationalist regime against the civilian population.

The IC head was updated on the current results of the investigation of the crimes committed by the Kiev regime against the peace and security of mankind. Currently, the investigation of 11 more criminal cases has been completed along with 10 criminal cases that were previously submitted for referral to court. Investigators of the IC of Russia, in cooperation with the Federal Security Service and the Federal Penitentiary Service of Russia, continue operations to identify and prosecute other participants of the Ukrainian military formations.

The list of the new defendants includes the commander of the 74th separate reconnaissance battalion of the military unit A10-35 of the Armed Forces of Ukraine Lukyanenko, who was involved in the beating of a civilian in Mariupol in March of this year at the building entrance, whom Lukyanenko subsequently shot dead with a machine gun. Using a sniper rifle, he also killed a woman and a man. Other persons from among the participants of the Ukrainian military formations involved in the killing of the civilian population have also been identified.

Investigators continue the inspections of the seized technical devices of the detained nationalists of the Azov battalion and Ukrainian servicemen who stayed on the territory of the Azovstal plant. As a result of the work carried out, investigators have found video recordings of artillery shelling of private households in settlements made by the military personnel of the Armed Forces of Ukraine, as well as German WW2 newsreels on the operations of artillery crews. In addition, investigators have found video recordings showing the capture of Russian servicemen by the Ukrainian military formations and the murder of these POWs.

Preliminary results of explosive forensic examinations scheduled under criminal cases regarding the seized metal fragments from the places of explosions caused by targeted intensive shelling in June 2022 of civilian infrastructure in Donetsk have been received. According to the conclusions of experts, some of the seized fragments are parts of foreign-made 155-mm artillery shells, which is a NATO standard caliber. It is reliably known that these shells are neither of Soviet, nor of Russian production, and could have been produced in Germany, France or the US.

Investigators of the IC of Russia continue to inspect residential buildings, houses and other facilities in Mariupol in order to establish the damage caused by the criminal actions of the Ukrainian military formations. Over 2,400 civil infrastructure facilities have been inspected, including general education and music schools, kindergartens, medical institutions and residential buildings; about 2,000 comprehensive construction and technical examinations have been scheduled. The examinations of 313 social facilities have been completed. According to the conclusions already received, the total cost of the restoration of these facilities is at least 20.5 billion rubles. In Donetsk, investigators of the IC of Russia have examined more than a thousand residential buildings and infrastructure facilities, interrogated over 1,300 people, and the damage exceeded 5 billion rubles. Major efforts to ensure a comprehensive assessment of the caused damage are also being carried out in other settlements of the Donetsk and Lugansk People's Republics.

During the meeting, the participants discussed issues of providing humanitarian assistance to the residents of Donbass and the military personnel of the Armed Forces of the Russian Federation, including assistance to medical workers who come to treat and evacuate patients.

At the end of the event, the Chairman of the Investigative Committee gave a number of instructions and ordered not to slow down the pace and assertiveness in the investigative operations aimed at identifying and bringing to justice all persons involved in the commission of crimes against the peace and security of mankind.
