Former deputy head of the Ministry of Emergency Situations of Russia is detained on the charges of power abuse


The Main Investigation Directorate of the Investigative Committee of Russia launched a criminal case against Mr. Andrey Gurovich, a former Deputy Minister of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters, on the offense prescribed in paragraph “c” of Part 3 of Article 286 of the Criminal Code of the Russian Federation (abuse of official powers, entailing grave consequences).

According to the Investigators, in 2020 Мr.Gurovich organized the allocation of more than 969 million rubles from the Federal Budget for the construction of a field hospital to treat patients with coronavirus infection in Murmanskaya oblast. The field hospital was built without taking into account the climatic peculiarities of the region, it was not used for its intended purpose and was dismantled. Significantly knowing about those circumstances, Mr. Gurovich did not take measures for the effective use of budgetary funds, although he was entrusted with the responsibility of monitoring the spending of allocated budgetary funds, and he realized that the goals of deploying the hospital would not be achieved, as a result, the budget of Murmanskaya oblast suffered damage in the amount of more than 323 million rubles. The Investigative Committee and the FSS (Federal Security Service) of Russia conducted searches at the place of residence of Mr. Gurovich and other persons associated with him, and also conducted searches in the territorial divisions of ministries and departments. The Ministry of Emergency Situations assists in providing the investigation with the necessary documents.

Mr. Gurovich is detained and charged. The investigation petitions for the imposing pre-trail restrain as custody for him.
