In the Republic of Kalmykia, an investigation of a criminal case against the Official Executive of a Regional Ministry is finalized for the negligence in providing housing for orphaned children

The investigating authorities of the Investigative Directorate of the Investigative Committee of Russia for the Republic of Kalmykia finalized the investigation against the former Head of the legal and personnel department of the Ministry for Construction, Transport and Road Facilities of the Republic of Kalmykia, accused of committing a crime prescribed in Part 1, Article 293 of the Criminal Code of the Russian Federation (negligence).

According to investigators, in October-December 2019, the State contracts were concluded between the Ministry of Construction, Transport and Road Facilities of the Republic of Kalmykia and four residents of the city of Elista. The subject of CDontract was the purchase of comfortable residential apartments in the building No.89, located in microregion 10 for further submittion them to orphans and children left without parental care.

During the mentioned above period, the accused, who held the position of Head of the Department of legal and personnel work of the Ministry for Construction, Transport and Road Facilities of the Republic of Kalmykia, improperly performed his official duties and did not properly conduct a preliminary inspection of the apartments, and therefore the non-compliance of residential apartments with technical characteristics were not revealed, including the violation of sanitary norms and technical regulations established by law, as well as the lack of sewage connection of an apartment building to a centralized city sewer.

Later, the apartments, according to the rental agreement, were transferred to orphans and children left without parental care for permanent residence.

As a result of the accused's improper performance of the duties assigned to him, the funds allocated for the purchase of residential premises from the federal and republican budgets were spent irrationally and inefficiently, and the rights and legitimate interests of four citizens from the category of orphans and children left without parental care were significantly violated.

The investigation collected a sufficient evidence base, enough for being proceed for the approval of the indictment.
