The Chairman of the Investigative Committee of Russia instructed to submit a report on the reasons for the court's refusal to impose a pre-trial restriction as custody to Mr. Oleg Mukhin, accused of beating

The Main Investigative Directorate of the Russian Investigative Committee is investigating a criminal case against Mr. Oleg Mukhin on the offense of the crime he committed, the case was refered from the Main Investigative Directorate of the Russian Investigative Committee for St. Petersburg.

The investigation identified, that on August 16, 2022, Mr. Oleg Mukhin filmed the dismantling of E.P. Saltykova mansion located in Bolshaya Morskaya Street in St. Petersburg. Seeing this, Mr. Nikolai Markov, Employee of "Mandarin" LLC Production Company LLC, who dismantled the building, and two other persons beat Mr. Mukhin, after the beating, they pulled the victim into the hall of the building, where they forced him to write a receipt-note stating that he has no claims.

According to the investigation, Mr. Markov is an office manager at Mandarin LLC, Production and Commercial Company, which manufactures concrete products for use in construction. At the same time, during the investigation, the actual nature of the activity of the defendant and the circumstances of his employment at the specified facility will be identified.

Mr. Markov was detained and charged with beating and illegal freedom deprivation of a person (Articles 116, 127 of the Criminal Code of the Russian Federation). Taking into account the category of the incriminated acts, the commission of crimes against life and health, as well as personal freedom, the investigation sent a reasoned petition to the court to impose a pre-trial restraint as custody. However, the Primorsky District Court of St. Petersburg has imposed a restraint to the accused as a ban on certain actions.

The Chairman of the Investigative Committee of Russia instructed to submit a detailed report on the reasons and terms that contributed to the adoption of such decision by the court. The Head of the Department also demanded to take the measures for lodging a court decision in appellate instance.
