The evidence collected by the investigating authorities of the Investigative Committee of the Russian Federation for Kurganskaya oblast was recognized as sufficient by the court for adjudicating a guilty verdict on the former deputy head of the Russian Ministry of Internal Affairs for Kurganskaya oblast, the Head and Accountant-cashier of the Shadrinsky Ministry of Internal Affairs of Russia of the Russian Ministry of Internal Affairs for Kurganskaya oblast. Depending on the participation and role of each, they were found guilty of committing crimes prescribed in Part 4, Article 160, Part 2, Article 290, Part 2 of Article 291, Part 1 of Article 286, Part 2 of Article 174.1 of the Criminal Code Russian Federation (embezzlement committed by an organized group, on an especially large scale; giving and receiving a bribe; exceeding official powers; money laundering on a large scale).
According to investigators, between 2012 and February 2020, one of the accused, holding the positions of the Head of the Russian Ministry of Internal Affairs for the Shadrinsk city, and since 2017, the Deputy Head of the Russian Ministry of Internal Affairs for Kurganskaya oblast, organized and led a criminal group to embezzle funds by misappropriating them from monetary allowances, bonuses and other payments belonged to the officers of the Shadrinsky Ministry of Internal Affairs of Russia. The Head of the Ministry of Defense of the Ministry of Internal Affairs of Russia "Shadrinsky", using the patronage of a higher accused and abusing his official powers, demanded that his subordinates transfer to him part of the bonuses issued by him. The accountant-cashier also took part in the appropriation of funds from the staff of the police department, giving the officers wages not in full. The embezzled funds were distributed among the members of the criminal group, who were spent on personal entertainment events, the purchase of expensive jewelry, including the upgrading of their living conditions.
In total, during the time they held their positions, the defendants were thus misappropriated at least 53.5 million rubles. The deputy head of the Ministry of Internal Affairs legalized funds in the amount of 2 million rubles by opening a deposit for the specified amount in the bank for one of his relatives.
In addition, during the investigation, it was identified that in December 2019 the Head of the district police department personally organized the delivery of gift sets, alcoholic beverages and food products purchased at the expense of illegally collected funds from subordinates for a total amount of at least 118 thousand rubles to the office of the deputy head of the Ministry of Internal Affairs as a bribe for his general patronage and connivance with violations of official discipline allowed in the police department.
The investigation of the criminal case was carried out by investigators of the first department for the investigation of especially important cases of the regional investigative department in cooperation with operational officers of the Federal Security Service Directorate of Russia for Kurganskaya oblast.
During the preliminary investigation, in cooperation with investigating officers of the Federal Security Service of Russia in Kurganskaya oblast in March 2020, the Deputy Head of the Russian Ministry of Internal Affairs for the Kurgan Region and the head of the Ministry of Internal Affairs of Russia "Shadrinsky" of the Russian Ministry of Internal Affairs for Kurganskaya oblast were detained and taken into custody. With regard to the accountant-cashier of the mentioned police department, the court, at the request of the investigation, imposed a restraint as a house arrest.
Previously, guilty verdicts were adjudicated to the accounting staff of the mentioned police department.
By the verdict of the Shadrinsky District Court, the convicted former deputy head of the Russian Ministry of Internal Affairs for Kurganskaya oblast was sentenced to 12 years in prison in a strict regime penal colony, with the deprivation of the right to hold positions related to public service for 3 years, and the payment of a fine in the amount of 3 million rubles . In addition, he was deprived of the special rank of colonel of the internal service.
The convicted former head of the Ministry of Internal Affairs of Russia "Shadrinsky" of the Ministry of Internal Affairs of Russia was sentenced to 10 years in prison in a strict regime penal colony, with the deprivation of the right to hold positions related to public service for 3 years, as well as the payment of a fine in the amount of 1 million rubles. He is also deprived of the special rank of colonel of the internal service.
The accounting officer was sentenced to 5 years in prison in a general regime penal colony, with the deprivation of the right to hold positions related to public service for 2 years.
