The Investigative Committee of Russia launches a criminal case on the death of the officers of the Ministry of Emergency Situations of the DPR as a result of the criminal actions of Ukrainian nationalists

The Investigative Committee of Russia launched a criminal investigation on the offense of a crime prescribed in Part 1, Article 356 of the Criminal Code of the Russian Federation (ill- treatment of the civilian population, use of banned means and methods of warfare) against military personnel of the Armed Forces of Ukraine.

According to the investigation, on September 1, 2022, military personnel of the Armed Forces of Ukraine fired heavy weapons at civilian infrastructure facilities in the Rubtsy settlement, Krasnolymansky raion of the Donetsk People's Republic. As a result, 13 officers of the Ministry of Emergency Situations of the DPR, who were performing search and rescue operations, were killed and 9 were injured.

In addition, the investigators of the Investigative Committee launched three more criminal cases on the grounds of a crime prescribed in Part 1, Article 356 of the Criminal Code of the Russian Federation, in relation to servicemen of the 30th separate mechanized brigade of the Armed Forces of Ukraine Mr.Alexander Zinevich, Mr.Nikolai Perestupnyak, 54th separate mechanized brigade of the Armed Forces of Ukraine Mr.Aleksey Maistrenko, Mr.A. Golenko and 56th separate motorized infantry brigade of the Armed Forces of Ukraine Mr.Sergey Sirchenko, Mr.Dmitry Gerasimenko, Mr.Vyacheslav Bugaichuk, Mr. Alexander Bondarenko, Mr.Miroslav Verkhovy, Mr. Artem Puchkov, Mr. Gennady Boyko and other military personnel of the Armed Forces of Ukraine on the facts of artillery attacks from heavy weapons in the settlements of the Donetsk People's Republic between August 26 and August 31, 2022.

The investigation identified that as a result of shelling committed by Ukrainian nationalists of the cities of Donetsk, Gorlovka and Makeevka, the urban-type settlements of Aleksandrovka, Novotroitskoye and Staromikhaylovka, as well as the settlements of Zavitne Bazhannya and Seyatel, 7 civilians were killed, 24 people, including a juvenile, were injured, 34 objects of civil infrastructure, including the school building, were damaged.

The Investigative Committee of Russia continues to document the facts of crimes committed by Ukrainian nationalists against the civilian population. Based on the results of the investigation, the actions of all involved will be legally assessed.
