15 years ago, the Investigative Committee was established under the jurisdiction of the Public Prosecution Service of the Russian Federation

September 7 is an important date in the history of the Preliminary Investigation Body. In 2007, exactly 15 years ago, the Investigative Committee was established under jurisdiction of the Prosecutor's Office of the Russian Federation. In accordance with the new regulatory system, the powers of procedural management of the investigation were excluded from the competence of the prosecutor and real conditions were arranged for the subsequent full organizational and functional independence of the investigative branch.

At that time, the newly established Investigative Committee under the Prosecutor's Office of the Russian Federation was still part of the system of prosecution Body, the Chairman of the Investigative Committee under the Prosecutor's Office of the Russian Federation was the First Deputy Prosecutor General of the Russian Federation, and the Officers of the Investigative Committee under the Prosecutor's Office of the Russian Federation were prosecutors. However, even then the Chairman of the Investigative Committee under the Prosecutor's Office of the Russian Federation approved the structure and staffing of the department, and also determined the powers of its divisions. Thus, the organizational involvement in the structure of the prosecutor's office acquired only a formal legal character. At the same time, this first step in significant transformations of the law enforcement system has become the starting point for increasing the effectiveness of the implementation of the powers of prosecutors to supervise the procedural activities of the preliminary investigation bodies, increasing the objectivity of the investigation, thereby ensuring the rule of law in the field of criminal proceedings and strict observance of the constitutional rights of citizens.

The young department has undergone a number of changes since then, in 2011, it became an independent structure and acquired a procedurally independent status, which made it possible to bring the work of the investigating authorities to a new qualitative level, create conditions for a more effective fight against corruption, create conditions for investigating crimes of terrorist and of an extremist nature, as well as with other most serious and dangerous violations of the law for society.

Over 15 years, the Investigative Committee has submitted more than 1.4 million criminal cases to court, including 128,000 cases of corruption. In cooperation with the bodies of the Ministry of Internal Affairs and the Federal Security Service of Russia, 91,000 crimes of past were uncovered, including 10,000 murders. Citizens and the state were compensated in the amount exceeding 685 billion rubles for the damage caused by crimes. In addition, during the investigation, the defendants' property was confiscated worth almost 460 billion rubles.

At present, the Investigative Committee of the Russian Federation is independent from other executive authorities, public associations and organizations. The functioning of the Department outside the system of the prosecutor's office of the Russian Federation is based on the principles of respect and continuity of the deep historical traditions of the national investigation, the foundations of which were laid by Peter I.
