The Chairman of the Investigative Committee of Russia holds a videoconference reception of citizens


Mr. Alexander Ivanovich Bastrykin, Chairman of the Investigative Committee of the Russian Federation, held a reception of citizens through video conference. It was attended by Mr. E.V. Kaburneev, First Deputy Chairman of the IC of Russia, Mr. S.N. Goryainov, Deputy Chairman of the Investigative Committee of Russia, heads of directorates of the Main Directorate, as well as heads and officers of the territorial investigation directorates, who investigate the criminal cases and review the files of pre-investigation inspections, that became a subject to control of the Head of the Department.

At the reception, Mr. A.I. Bastrykin listened to citizens from Zabsykalie krai, Amur and Ivanovo oblasts. All applied citizens belong to vulnerable group of citizens, and they faced violation of their housing rights.

The applicant from Zabaykalie krai belongs to the category of orphans and children left without parental care. She has not been provided with housing until now, despite the existence of a valid court decision. As a result, the girl is forced to rent a house. The Chairman of the Russian Investigative Committee listened to the report of Colonel of Justice A.Yu. Volny, acting head of the Investigative Directorate of the Investigative Committee of Russia for Zabaykalie krai, on the progress of the investigation of the criminal case launched in accordance with Part 1, Article 293 of the Criminal Code of the Russian Federation (negligence). The unsatisfactory work of subordinates and bureaucratism was noted. On the instruction of the Head of the Investigative Committee of Russia, an internal inspection was appointed against the officers of the territorial investigative division, followed by the adoption of personnel decisions. In addition, Mr A.I. Bastrykin instructed Mr. A.Yu. Volny to submit a report on the progress of the investigation, as well as to report on the general situation in Zabaykalie krai, because more than 6 thousand people are on the waiting list for housing up to date, all of them are orphans and housing must be provided to them.

The orphans of the Amur Region also addressed the Chairman of the Investigative Committee of Russia. At the moment, they have received temporary housing under a social tenancy agreement, however, one of the applicants noted that the apartment is located far from the infrastructure. Mr. A.I. Bastrykin instructed the leadership of the territorial subdivision to go on monitor the situation related to the housing issue of the applicants and take patronage over them, providing assistance in all matters. He heard Major General of Justice S.Yu. Belyansky, Head of the Investigative Directorate of the Investigative Committee of Russia for Amur oblast, who reported on the progress of the investigation of all criminal cases in subjective to violations of the rights of orphans. Mr. S.Yu. Belyansky also provided data on the general situation with the provision of orphans with housing required by law in Amur oblast, where more than 3,000 persons are currently on the waiting list. In addition, Mr. S.Yu. Belyansky reported on the implementation of the regional program ("the road map") for the gradual elimination of the accumulated debt in housing provision for orphans until 2027, and he also reported on the conditions for providing housing certificates. The Chairman of the Investigative Committee of Russia noted a positive trend in the work of the territorial division in this regards.

The wife of a resident from Ivanovo oblast turned to the Head of the Investigative Committee of Russia. She reported that her husband was assigned housing while he lived in an orphanage, but the house was found dilapidated and was sold out. At the same time, the district administration refused to include the Applicant in the list of persons to be provided with living quarters. On this fact, a criminal case was launched in accordance with Part 1, Article 293 of the Criminal Code of the Russian Federation (negligence). In addition, the trial court did not approve the young man's claims, but subsequently the Court of Appeal canceled the decisions of the lower courts. Major General of Justice V.V. Samodaikin, Head of the Investigative Committee of the Russian Investigative Committee for Ivanovo oblast, reported that the Officers of the Russian Investigative Committee would take part in the trial as a third party in support of the Applicant in a new trial. In addition, Mr. V.V. Samodaykin reported on the progress of the investigation of all criminal cases being processed by the investigators of the territorial division, on the violation of the housing rights of orphans in Ivanovo oblast, where more than 2 thousand people are in line. Mr. A.I. Bastrykin instructed Mr. V.V. Samodaykin to review the fact of the applicant's house sale within the criminal investigation. The Chairman of the Investigative Committee of Russia noted a positive trend in the work of the Investigative Directorate of the Investigative Committee of Russia in Ivanovo oblast in the field of protecting the rights of orphans, but instructed to make all problematic issues a subject to control.

Mr. A.I. Bastrykin gave a number of specific instructions relative to all the situations heard.
