The Chairman of the Russian Investigative Committee held a brief meeting in Izhevsk

The Chairman of the Investigative Committee of the Russian Federation, Mr. Alexander Ivanovich Bastrykin, together with the First Deputy Head of the Department, Mr. Eduard Valeryevich Kaburneev, visited the Udmurt Republic in connection with the investigation of the criminal case on the attack on school No. 88 in the Izhevsk city. As a result of the crime committed on September 26, 2022, 17 people died, including 11 children and 6 adults, 25 people were injured, including 23 children and 2 adults. On the instruction of the Head of the Department, forensic specialists of the Forensic Directorate of the IC (Forensic Center), as well as experts of the Forensic Expert Center of the Investigative Committee of Russia, were immediately sent to the crime scene. Investigators of the Main Investigative Directorate of the Investigative Committee of Russia are detecting the circumstances of the crime.

As soon as Mr. A.I. Bastrykin arrived, together with the investigation team, he examined the scene of crime. The Head of the Department received comprehensive information about the existing security system, access control, fencing of the school, the presence of a video surveillance system, and the attacker's route. Based on the results of the inspection, he gave the necessary instructions to his subordinates, emphasizing the importance of a comprehensive approach to determining the causes and conditions that contributed to the commission of the crime. Also, the Chairman of the Investigative Committee of Russia laid flowers at the spontaneous memorial and honored the memory of the dead.

During the meeting, which was held with the participation of the Head of the Investigative Directorate of the Investigative Committee of Russia for the Udmurt Republic, Mr. Rustam Rashidovich Tugushev, as well as subordinate officers, the Head of the Investigative Committee was informed about the preliminary results of the investigation and about a plan for carrying out procedural, investigative and operational measures.

Investigators of the Main Investigative Directorate of the Russian Investigative Committee continue to detect the circumstances of the shooting on the territory of an educational institution in the city of Izhevsk, Udmurt Republic. The Head of the Department was informed about the urgent investigative actions carried out in this criminal case.

Currently, on the basis of the already collected evidence obtained during the inspection of the scene, a criminal case has been launched in accordance with paragraph "a" of Part 2 of Art. 282 of the Criminal Code of the Russian Federation (incitement of hatred or enmity, as well as violation of human dignity, committed with the use of violence).

According to the investigation, Artem Kazantsev, sharing the general ideas of fascism, on September 26, 2022, dressed in black clothes with Nazi swastika symbols applied to the chest area, armed himself with pistols with attributes of the Columbine terrorist organization (banned in the Russian Federation). Publicly demonstrating the indicated Nazi symbols in the form of a swastika, being an adherent of the Columbine movement and wanting to draw the attention of an indefinite circle of people to a criminal ideology, while in the school building, he fired shots at employees and students located there.

Taking into account the information available, the Chairman of the Investigative Committee of Russia instructed his subordinates to request and analyze data on Kazantsev's entourage, including the circumstances of his acquisition of weapons, as well as cartridges and other means.

Also, voicing data about the person involved, it is indicated that the teachers who taught Kazantsev at school characterize him as a closed and indifferent student. He did not carry out labor activity, nor received benefits, being in the status of a disabled person of the 2nd group.

At the end of the meeting, Mr. A.I. Bastrykin stressed that the investigation should identify all the circumstances and causes that contributed to the commission of the crime and caused this terrible tragedy. The Head of the Department gave the necessary instructions to his subordinates, noting that the actions of all officials who allowed this to happen should be given a fundamental legal assessment. In addition, he noted the need to provide comprehensive support to the victims and their families, as well as the relatives of the victims.
